Background:
IATI and USAID Open Data Policy

IATI was launched in 2008 at the third High Level Forum on Aid Effectiveness in Accra and was largely designed to support donors in meeting their political commitments on transparency. IATI is a voluntary, multi-stakeholder initiative that seeks to improve the transparency of aid, development, and humanitarian resources to increase their effectiveness in tackling poverty. IATI brings together donor and recipient countries, civil society organizations, and other experts in aid information who are committed to working together to increase the transparency and openness of aid.

USAID’s Open Data policy provides language in all contracts and cooperative agreements after October 1, 2014 to require that, “USAID staff, as well as contractors and recipients of USAID assistance awards (e.g. grants and cooperative agreements) must submit any Dataset created or collected with USAID funding to the DDL in accordance with the terms and conditions of their awards.” USAID is looking for organized collection of structured data, including data contained in spreadsheets, whether presented in tabular or non-tabular form (e.g. single spreadsheet, an extensible mark-up language (XML) file, a geospatial data file, or an organized collection of these).

Job Summary:
CRS is looking for a Project Manager (PM) who is self-motivated and can thrive in a geographically distributed, international, multidisciplinary team. The Project Manager will help CRS position itself to respond to trends and take all the necessary steps to meet project data management and reporting requirements; with an initial focus on IATI and USAID Open Data. The PM will oversee and manage CRS’ data transparency projects and budget, building constructive working relationships with technical counterparts within CRS and in other organizations to ensure donor compliance requirements and timelines.

The PM is responsible to identify and develop a variety of practical data-focused solutions, and draft the development of appropriate policy, process, internal staff capacity, and tools to improve donor accountability and ensure smooth interface between Gateway and the IATI and Open Data platforms. The PM will liaise between CRS’ technical teams, partners and agencies.

Qualifications and Experience:
1 Master’s degree in related field or equivalent experience required.
2 Five years of related experience required, with at least 2 years’ experience in experience in a developing country context strongly preferred.
3 Understanding of data transparency compliance, specifically with USAID Open Data and IATI.
4 Demonstrated comfort with using information technology to support business operation’s needs.
5 Experience managing projects within the international development sector and transparency matters.

1 An understanding of grant budgeting and financial reporting.
2 Experience in monitoring, evaluation and supervision of projects at country, regional or global levels strongly preferred.
3 Experience in Data management, reporting and analysis.
4 Project Management Professional (PMP) certification desirable
5 Lean Six Sigma certification desirable

Required Foreign Language: Fluency in English required.

Required Travel: Ability to travel up to 25% overseas

Work Environment:
