Cowater is currently recruiting a Project Manager for a proposal we are developing for Global Affairs Canada’s Field Services Support Project (FSSP) in Nigeria. This position, conditional on the project being awarded to Cowater, is full-time and based in Abuja, Nigeria.
The Field Services Support Project will support Canada’s programming in Nigeria and other countries by offering technical, research, logistical, procurement and administrative support to Global Affairs Canada’s activities and initiatives.
Education:
Advanced (post-graduate) degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, or applied sciences.
Minimum Experience:
· Previous experience (6 or more years preferred) managing international development programming - with a focus on long-term and high value programming;
· Demonstrated experience managing international development project(s) with a minimum total budget of more than $1 million CAD;
· Experience working with International Development Stakeholders including civil society organisations, the private sector, multilateral organisations, donors, as well as local or national governments;
· Significant experience working in Nigeria required, additional experience in Sub-Saharan Africa including Equatorial Guinea & Sao Tome is an asset;
· Demonstrated experience managing the following types of services, administrative services, procurement services and activities, financial services and management services, and logistics and coordination activities.

· Ensuring the overall quality and management of all services offered by the project;
· Leading development of all key project documents including Annual Work Plans, Quarterly Financial Reporting, developing Operations Manuals and Operating Procedures Manuals;
· Ensuring cost-effectiveness of services delivered and strong familiarity with Value for Money principles;
· Planning and coordinating administrative, financial and logistics management services;
· Regularly communicating with the government of Canada staff, government authorities, and other relevant project stakeholders;
· Developing and implementing a strategic engagement plan for regular liaising with Technical Specialists, Global Affairs Canada HQ in Canada, and other key project and regional stakeholders;
· Establishing and maintaining networks of key stakeholders (government, civil society, other donors, private sector, academia);
· Assessing stakeholder needs, priorities, and expectations and aligning them with the project objective;
· Planning and coordinating procurement services of goods and services, including the procurement of technical specialist services through local and international competitive processes
· Analyzing, planning, directing and assessing the administrative tasks to be carried out by Technical Specialists, including timely submission of deliverables, and accuracy of timesheets and expenses;
· Supervising the management and quality of reporting and invoicing for services rendered;
· Ensuring the effective management and internal monitoring of project progress and results, including dealing with project issues and problems as they arise.
Language Proficiency:
Candidates must possess an advanced professional proficiency in English as all reporting will be in English.
Employment Conditions:
Candidates must be able to live and work in the project country. The ideal candidate will already be living in/based in Abuja, Nigeria.
