We seeks qualified candidates for the position of Project Manager II, GPM Kenya Regional in Djiboutiville, Djibouti.

Position Summary:

As member of the ROADS II (Roads to a Healthy Future) team within the FHI 360/Djibouti Country Office and under the supervision of the ROADS II Project Director, Nairobi, the incumbent will be responsible for managing a five-year HIV prevention, care and support program to be funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID)/Djibouti. The program, an Associate Award of the ROADS II Leader With Associates (LWA), will focus on strengthening HIV prevention for most-at-risk populations, increasing access to key health services, and building capacity of civil society and host government institutions to lead the HIV response. This position is based in Djiboutiville, Djibouti and is contingent upon receipt of funding and personnel approval.

Position Responsibilities:

  • Manage the day-to-day operations of the ROADS II Project in Djibouti, including general financial oversight and programmatic monitoring under the direction of the ROADS II Project Director, ensuring the quality and timeliness of all activities.
  • Help ensure ROADS II programming in Djibouti complies with priorities and systems of the Government of the Republic of Djibouti, USAID/Djibouti, and FHI 360/global rules and regulations, and that systems are in place so that local implementing agencies fully comply with programming, implementation, reporting and evaluation procedures.
  • Draw on regional best practices and lessons learned to strengthen comprehensive, integrated HIV prevention, care and support services, including programming addressing root causes of risk (economic vulnerability, gender inequity, substance abuse).
  • Provide ongoing programming/technical support and guidance to build the capacity of the host government and civil society in coordinating, managing and implementing HIV prevention, care and support services.
  • Conduct appropriate monitoring of subprojects to achieve financial, administrative, and programmatic goals.
  • Participate in strategic planning and resource development efforts to identify resource development opportunities and participate in proposal development, if necessary.
  • Contribute to ROADS II/FHI 360 annual strategic planning, work planning and budgeting processes, as well as support for donor/government coordination, planning and monitoring activities, etc.
  • Act as liaison with the Executive Secretary/National AIDS Commission, the Ministry of Health, key line ministries, USAID/Djibouti, UN agencies, the Intergovernmental Authority for Development (IGAD), the private sector and other stakeholders, playing a coordinating role as needed.
  • Manage the selection, development, supervision and evaluation of assigned staff and budgets including recruitment, establishment of performance expectations, performance assessments, recommended action based on performance (e.g., recognition, disciplinary action).
  • Ensure that programming activities are aligned with GORD and USG priorities.
  • Provide leadership and team building at the project level.
  • Represent ROADS II/FHI 360 with external audiences as needed.
  • May supervise 10 or more staff members.

Minimum Requirements:

  • Bachelor’s degree or its international equivalent in public health or related field, MS/MA preferred. Minimum of 8+ years of project/program management experience as well asdirect experience managing HIV/RH programs; Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
  • Ability to travel within country or region and internationally if needed.
  • Extensive knowledge of and experience with the design, management and implementation of public health programs including HIV prevention, care and support, FP/RH, nutrition, MCH and community development, including economic strengthening, gender programming, and strategies to address substance abuse;
  • Sensitivity to cultural differences across countries and understanding of the socio-economic and political situation in Djibouti and the ethical issues surrounding HIV infection;
  • Proven facility to coordinate large, comprehensive and integrated health and development programs.
  • Familiarity with GORD and donor-funded programs and their communication styles.
  • Ability to organize systems to monitor administrative as well as project results.
  • Capacity to perform independently with initiative to manage high-volume work flow while also working well with others, to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
  • Strong verbal, written, organizational and analytical skills.
  • Fluency in written and spoken French and English.
  • Relevant computer software skills.
  • Experience working regionally with mobile populations strongly desired.
