Project/Proposal Summary:
The State Department’s Conflict Mitigation and Stabilization Initiative (CMSI) III project in South Sudan is designed to help the new nation build national and state-level capacity to understand, plan for, prevent, and resolve internal conflict. The Project Manager will oversee a staff of advisors and administrators to build the capacity of state and local government officials by working with government counterparts, community and tribal leaders, NGOs, and international donor staffs and projects.
Position Summary:
MSI is seeking a proven Project Manager to be based in Juba, South Sudan to lead the project team in successfully implementing its objectives. The Project Manager will be responsible for ensuring that project deliverables are of a high quality, on time, and within the budget.
Responsibilities:
• Provide a vision and a strategy to all relevant parties including employees, partners, and clients.
• Mentor and oversee the efforts of state level advisors and a national advisor to ensure they are meeting their respective terms of reference and meeting their objectives.
• Ensure the project provides quality training materials to state level advisors in support of their efforts by managing short-term advisors and other sources of content.
• Ensure the safety, security, and well-being of state advisors operating in all 10 states of South Sudan, many of whom are living in very challenging environments.
• Meet reporting requirements in a timely manner
• Communicate regularly with the Department of State, US Embassy and other US stakeholders, providing information on both the progress of the project and the state of conflict in South Sudan
• Maintain relationships with other international and national actors, including international NGOs, embassies, civil society organizations, universities and other stakeholders. Represent the project at peace actors meetings, partners’ forums, and other relevant gatherings.
• Maintain relationships with high-level government officials, including Ministers and State Governors.
• Ensure the smooth administrative functioning of the project.
Qualifications:
• Technical expertise in peace, conflict resolution, stabilization, planning, project management, and monitoring.
• Prior experience living and working in conflict/post conflict environments; regional experience in African conflict zones such as Liberia, Sierra Leone, or South Sudan experience helpful.
• Five years’ experience leading international donor funded projects.
• Excellent relationship-building skills, and experience working with national and local government officials.
• Must be willing and able to travel frequently through underdeveloped regions of South Sudan. Candidates must be prepared to visit and work in challenging conditions.
