FHI 360 is seeking a Project Manager for the National Institute for Work and Learning (NIWL) to assist in current projects. The Project Manager will plan, execute, and finalize projects according to strict deadlines and within budget. They will also acquire resources and coordinate the efforts of team members and external clients in order to deliver projects according to plan. The main function of this position is to manage a Department of Labor Re-entry Intermediary grant with oversight of 3 – 8 communities nationwide.


  • Manage and define the project’s objectives and oversee quality control throughout the completion of the project(s) life cycle.

  • Create work plans based on goals and targets, and implement evidence-based interventions in a one or more multi -sector areas, as well as new technologies and practices.

  • Collaborate with other sectors in order to integrate work plans, budgets and multi-sector interventions, which are essential for the success and sustainability of the project.

  • Manages and oversees the development of projects from initiation to completion.

  • Manages capacity building project staff in coordinating and managing the implementation of project activities, delivering quality and accountability

  • Design, implement, and coordinates all activities in youth development programs

  • Writes content for youth activities and documents effective practice

  • Creates publications and lessons learned from conducting and writing case studies to disseminate to the field

  • Leads workshops in mentoring, case management, work-based learning for staff working with youth and young adults 14 - 24 from varying economic backgrounds

  • Provides guidance to grantees working with youth in traditional or non-traditional education or workplace settings

  • Ensures clarity over project plans and priorities and encourage effective team work.

  • Develops best practices and tools for project execution and management.

  • Defines project scope, goals, and deliverables that support business goals and strategic vision of management.

  • Develops and delivers project plans, grant reporting, documentation, training, presentations and budget proposals

  • Identifies and resolves project issues and implements improvement plans to ensure project stays on schedule and within budget.

  • Builds, develops, and grows partnerships vital to the success of the project.

  • Develops and maintains relationships with multiple stakeholders in local communities and nationally as an intermediary

  • Provides technical assistance in youth development concepts and workforce development, specifically for juvenile justice involved populations

  • Manages staff and external project members to achieve goals and vision of project from initiation to completion.

  • Coordinates project plans, budgets, training and resources with management to achieve strategic goals.


  • Bachelor’s Degree or its International Equivalent

  • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

  • Project Management (PM) Certification preferred.

  • Typically requires 5-8 years of project management experience.

  • Experience with Department of Labor grants, WIOA or Workforce Investment Boards preferred

  • Experience working with opportunity youth, 14 - 24 year old populations in or out of school

  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff

  • Must be able to read, write and speak fluent English

  • Prior work experience in an NGO, CBO, juvenile justice or education system

  • Travel less than 30%
