Job Description

RTI International is seeking a qualified Project Manager for the International Development Group’s (IDG’s) Global Health Division (GHD). GHD currently has a staff of over 400 and works in over 25 countries. GHD implements broad-based programs in infectious diseases –specifically NTDs, HIV, and Malaria; Integrated Health; and Health Systems Strengthening. The Project Manager will sit within the Project’s Implementation Unit and primarily support the newly awarded five-year Act to End NTDs | East Project (through 2023).

The positions will be based in either Washington D.C. or Research Triangle Park, NC, report to an Act|East Senior Manager, and require international travel.


Country Management Support

  • Partner with Senior Manager and COPs to respond to requests for information and ensure project leadership and USAID are informed in a timely manner regarding project challenges, grantee issues, or changes to work plans or budgets, and disseminating key results.
  • Provide partnership technical performance monitoring and support Senior Manager to ensure quality implementation across required deliverables.
  • Support the Project Coordinator to monitor project activities and spending to ensure proper activity planning and meet USAID financial and management reporting guidelines;
  • Provides support for annual work plan and budget development and for project semi-annual reports. Responsible for drafting annual work plan for countries without COP functions.
  • Leads the preparation, review, and submission of selecte4502annual report, annual work plan, etc.).
  • Support country teams to identify technical assistance need0s and ensure assistance is provided in an efficient and- effective manner.
    • Link teams to relevant technical resources within Act|East, RTI, partners, or external consultants.
    • Develop scopes of work for technical assistance and work with Technical Unit, country teams, and Project Coordinators to identify needed talent and execute agreements.
  • In collaboration with the Project Coordinator, liaise with national program managers, drug donation programs, and WHO to monitor procurement of donated and purchased drugs (e.g., submitting applications, timing of drug shipments, in-country supply chain, etc.).
  • For countries without COP functions, responsible for writing SAR.
  • Support COPs and country teams to develop periodic health highlights for USAID Missions and content for country examples at technical reviews such as USAID Data Days.
  • Partner with Project Coordinator to arrange high-profile field visits for USAID staff and other partners (pharma, drug donation organizations, etc).
  • Develop talking points, briefers, and other technical content (under technical unit or MEL direction), to address ad hoc requirements, meetings, or celebrations.
  • Review communications materials periodically to ensure accuracy.
  • Liaise with Communications Manager to support fulfillment of communications strategy goals (e.g., disseminate information of country-level activities, assist to identify stories for publication and sharing through various media).
  • Perform international travel as needed.

Technical Leadership, Support and Capacity Building

  • Provide technical and management support and guidance to a regional portfolio of project activities to ensure high-quality support and management of country-level project implementation.
  • Responsible for ensuring country-specific goals within portfolio are met in accordance with USAID rules and regulations.
  • Maintain up-to-date knowledge on current WHO technical guidelines and research on NTDs.
  • Lead the technical review and oversight of execution of country work plan activities, in accordance with WHO guidelines for NTD control and elimination. Serve as headquarters-based surge support for COPs and country teams.
  • Identify and grow within an area of technical specialization. Collaborate with the Technical Unit to provide discrete technical support to countries based on relevant skills and needs.
  • Provide technical expertise on use of relevant tools or support MEL and other units to build country-level capacity.
  • Review and Provide feedback on MOH strategic plans and other high-level documents.
  • Build capacity of national programs, Act|East country teams, and other stakeholders through training facilitation or direct mentorship.
  • Maintain and grow RTI’s scientific stature in NTDs: documentation of project accomplishments and innovation in peer-reviewed journals, development of technical briefs, blogs, etc; present, review and attend relevant global and regional technical meetings and conferences.
  • Present as part of conferences, webinars, communities of practice, etc.
  • Engage in opportunities to build RTI’s work and impact in NTDs (or other relevant technical areas) through engagement in business development efforts, where appropriate and possible.


Qualifications Education and Experience:
  • Master’s Degree in public health or other relevant discipline and a minimum of 6 years’ progressive experience implementing program activities for donor-funded programs (with an emphasis on infectious disease and/or NTD programming). (Bachelor’s degree accepted with at least 9 years of above experience).
  • At least 3 years’ experience supporting the country-level implementation of NTD projects.
  • Experience working with USAID-funded projects with strength in program management: planning, implementation and monitoring.
  • Understanding and appreciation of country-led health or development strategies.
  • Demonstrated knowledge of reporting procedures, best practices, WHO guidelines, and NTD tools for M&E.
Knowledge, Skills and Abilities:
  • Knowledge of supply chain management, commodity procurement, logistics and distribution issues, particularly relating to mass drug administration is highly desirable.
  • Ability to successfully coordinate with Ministry of Health officials, U.S. Government, donor organizations, NGOs, and other agencies.
  • Demonstrated management and decision-making skills.
  • Strong detail-orientation, organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Strong English oral and written communication and presentation skills. Additional fluency in one or more languages of regionally-supported countries will be an asset.
  • Proficient in Microsoft Office Suite Applications.
  • Willingness and ability to travel domestically and internationally, up to 25% time.
