Job Description

The Proposal Manager’s primary responsibility is to manage all phases of the proposal development lifecycle, including through transition of awards. The Proposal Manager collaborates across the organization to ensure the successful completion and submission of compelling, responsive CRDF Global proposals. The Proposal Manager also leads the design and development of a data management system (a “library”) to capture and re-use key proposal elements such as past performance, management approaches, resumes, and images. The Proposal Manager oversees the upkeep and maintenance of this library. The Proposal Manager may supervise staff, consultants, and interns. This position provides support and mentors staff to ensure there is a strong understanding on all phases of the proposal development process. As time permits, the Proposal Manager may also assist the Business Development (BD) team with external outreach; special events and meetings; and other activities as assigned and appropriate.

Major Responsibilities

  • Independently coordinate timely production and submission of large and complex proposals, concept papers, and related correspondence to funder (principally U.S. government but also potentially private foundations, corporations, and/or foreign organizations). With capture managers, develop proposal timelines, templates, and teams that deliver high-quality proposals on time and efficiently. Assure compliance with timelines, and ensure effective and ongoing communication.
  • Draft, edit and synthesize proposal content, ensuring appropriate linkages among programmatic approaches, performance monitoring plan, staffing, management, capacity and past performance statements, work-plan timelines, and branding plans as appropriate. Incorporate compelling win strategies in proposal narratives, pricing, and other elements. Draw on market and competitor analysis plus thorough knowledge of CRDF Global capabilities and experience.
  • Collect and manage all required forms and materials as stipulated in requests for proposals.
  • Ensure proposals are complete and reflect best practices in project and technical design utilizing logical or conceptual frameworks to ensure technical proposals are technically sound, responsive, highlight CRDF Global’s achievements, evidence, and lessons learned.
  • Read and analyze relevant documents to understand background information.
  • Draft budgets to demonstrate competitive pricing for offered services
  • Serve as a knowledgeable point of contact for proposal team members on the proposal process. Train proposal team members on best practices in project and technical design utilizing logical or conceptual frameworks to ensure technical proposals are technically sound, responsive, highlight CRDF Global’s achievements, evidence, and lessons learned.
  • Understand and articulate risks in proposed work; identify and integrate mitigation strategies; and inform management as appropriate.
  • Provide ad hoc and structured training and support to new and junior members of the unit on proposal management processes and record-keeping.
  • Design, develop and maintain a data management system (a “library”) to capture and manage proposal content, relevant donor feedback, and program results to utilize in future proposals.
  • Develop and utilize tools, templates and systems to streamline proposal processes. For example, track and record activity in Salesforce.
  • Act as CRDF Global’s expert back-up interface with government solicitation sites like, Fastlane,, and other related RFP and grant management solicitation and information sites. Properly submit complete proposal documentation through these sites; maintain awareness of solicitation status and alert capture teams of changes in anticipated procurements’ status; and identify and conduct initial analysis on unexpected “pop-up” procurements.
  • Build and maintain positive working relationships.


  • Five to seven years of work in a development department, in a position requiring coordinating approaches to multiple funding sources, direct interaction with program design counterparts, and strong writing and research skills.
  • A bachelor’s degree or higher is required, preferred in Business or related area.
  • Demonstrated experience successfully managing large or complex proposal development and submission, ideally to U.S. government agencies in response to specific RFPs, especially agencies with international and/or science programs (such as NIH, USAID, State Department, etc.).
  • Familiarity and experience with U.S. government RFP websites and grant management systems, including FBO, Fastlane,, and others.
  • Excellent oral and written communications skills.
  • Excellent organizational skills and capability to successfully manage and work on numerous projects simultaneously.
  • Close attention to detail and the ability to work under the pressure of deadlines.
  • Excellent administrative skills and computer literacy, including spreadsheet and word processing skills. Knowledge of Salesforce or other CRM solutions.
  • Demonstrated ability to learn and adapt quickly to new challenges, ability to take initiative and work independently with strong organization and time management skills
  • Excellent critical thinking and analysis, planning, and problem solving skills
  • Strong understanding of generally accepted fundraising principles and ethics.
  • Ability to work with and prepare detailed financial and statistical reports
