Job Description

Panagora Group, a woman-owned small business specializing in global health and international development, seeks a Proposal Manager for a full-time position in our home office in Silver Spring, Maryland. Candidates will have experience in business development with USAID. The manager will serve as an integral member of the Business Development team and support new business through the coordination of proposals; monitoring and tracking new opportunities; leading specific components of any select opportunity and maintaining new business systems. This position will report directly to the Director of Business Development.

Responsibilities include:

  • Manage proposal development process as assigned, ensuring that proposals meet funder specifications and deadlines as well as Panagora’s quality standards; conduct research and create drafts for proposal sections as necessary;
  • Work with Practice leads and other staff to prioritize, conceptualize and design proposals for new project activities;
  • Support bid decision-making conversations;
  • Participate in capture planning including leading technical brainstorming, competitive landscape analysis and win theme sessions;
  • Lead a specific component of the proposal development process on select opportunities when a bid goes live, such as costing, recruiting, writing, etc.
  • Build a network of professional business contacts; help negotiate partnership arrangements and budgets; coordinate teaming agreements, memoranda of understanding, and other institutional agreements with partners;
  • Monitor and share information from outside sources of news, including political and security information;
  • Maintain accurate information in database and assist with conducting analysis of proposal development; and maintain accurate and timely electronic files;
  • Facilitate internal post-submission debriefs sessions to glean lessons learned;
  • Help develop, maintain, and routinize new business and proposal development systems, tools and processes and build capacity of staff in related areas of need;
  • Support the Business Development Director and other related tasks, as needed.


  • BA or Master’s in international development or relevant field and 5 - 7 years of relevant work experience;
  • Familiarity with business development, including proposal development, for USAID contracts
  • Excellent organizational skills including the ability to manage complex proposals, plan and prioritize multiple projects, and coordinate teams to meet deadlines;
  • Strong planning, problem-solving, and time management skills;
  • Strong written and oral communication skills and excellent attention to detail;
  • Demonstrated self-starter with versatility, integrity, and ability juggle multiple assignments
  • Strong interpersonal, team building, negotiation and conflict resolution skills;
  • Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations.
  • At least 2 years of experience managing USAID, acquisition-related bidding opportunities, particularly around costing and recruiting – Strongly preferred.
