Job Description

Overview

Global Communities (GC) is seeking the services of a consultant to support its proactive effort to strengthen its Protection Against Exploitation and Abuse (PSEA) systems, procedures and practices and build staff capacity in GC’s country office in Gaziantep, Turkey with a focus on its Syria programmes. This is critical to our effectiveness as an organization. The anticipated level of effort (LOE) for the consultancy is 13 days between April and May 2018.

Responsibilities

Under the supervision of the PSEA focal persons and in coordination with the Protection and HR Departments and the GBV Sub-Cluster Coordinator, the consultant will conduct an initial review of existing GC policies and complaints mechanisms in order to:
* Support the Turkey office to have the necessary practical procedures in place for PSEA risk mitigation and complaints handling mechanism using existing GC and international best practice standards.
* Provide tools and technical guidance on how to operationalize existing/revised policies, including departments’ and staff responsibilities and obligations related to it, and the processes and principles of reporting
* and handling complaints in the respective offices.
Guide GC in developing a plan on how to support partners to have PSEA policies and structures in place, aligned to international standards and to GC’s systems.

To achieve these objectives, the consultant will:
* Review and identify gaps in existing policies and procedures to prevent and respond to allegations of SEA (1 day)
* Develop Minimum Standard of what PSEA guidelines and procedures for reporting and complaints handling should contain, including specific roles and responsibilities of each department. This should take into consideration contextual challenges in relation to safe and confidential reporting and handling complaints (2 days)
* Develop a draft implementation plan for how GC can meet the minimum standards, including for management, prevention, and response of cases (2 days)
* Develop PSEA training curriculum on the minimum standards, implementation plan and procedures for prevention, reporting and responding to specific cases (4 days)
* Provide guidance for SEA mitigation in program design and monitoring, based on good practices, with specific information such as number of staff and responsibilities (2 days)
* Develop a step by step action plan for how to best engage partners in the development of PSEA policies and procedures, including needed capacity building, required documents, obligations for partners agreement, etc. (2 days)

Deliverables:
* Proposed SEA prevention and reporting procedures, including suggested changes to ensure the reporting system is safe and confidential
* Minimum Standards Document
* Implementation Plan Document
* PSEA training curriculum, including remote management roll-out plan
* Guidance document for SEA mitigation in programme design and monitoring
* Step by step action plan for partners’ engagement

Knowledge, Skills and Abilities

* Demonstrated experience in setting policies and effective procedures for mitigating and management the risk of SEA in INGOs’ operations in countries of operation
* Demonstrated experience developing and facilitating trainings in English
* Ability to maintain confidentiality and act with discretion and tact while working with sensitive issues
* Excellent interpersonal and communication skills
* Fluency in English required, fluency Arabic preferred
* Experience in the Syria response or the Middle East preferred

Qualifications

* University degree in social sciences, gender studies, international development or related subject
* 7-10 years’ experience in humanitarian affairs, development or peacekeeping and a good understanding and experience of the UN system, NGOs, and INGOs
* Certified qualification in PSEA risk mitigation including principles, procedure for reporting and complaints management
