Background: The Inter-American Development Bank (IDB), the main source of multilateral financing and technical assistance for institutional, social and economic development in Latin America and the Caribbean, is looking for a Public Sector Management Specialist/Senior Specialist for its Innovation in Citizen Services Division (ICS) to be based initially at the IDB’s country office in Port au Prince, Haiti, with opportunities in the future to work at other IDB country offices and the Bank’s headquarters in Washington, DC. This is a full-time staff position.

This position is being created in response to a recent demand from the Government of Haiti for support in the modernization of government within the areas of responsibility of ICS, specifically census and statistical capacity strengthening, institutional re-engineering, civil service reform, public financial management, public service delivery, and civil registry.


The work of the ICS team: The mandate of the sector specialists of the ICS Division is to strengthen core government institutions, their capabilities and systems to deliver better services to citizens by closing the gap between the policies enacted and their effective implementation. The Division assists client countries in reinforcing the institutional capacity of the state and improving its delivery capacity at the national and sub-national levels. It is responsible for defining the strategic directions of the Bank’s programs, developing innovative solutions, deploying sector expertise regionally, and leveraging policy-relevant knowledge effectively. Thematically ICS is divided into three clusters: public management, digital government, and citizen security.


What you will do:

  • Technical dialogue with government authorities, providing analytical and advisory services;
  • Lead or participate in the identification, preparation and delivery of high-quality, tailor-made grant/loan operations and technical assistance grants;
  • Supervise effective and timely implementation of IDB supported loans/grants, providing technical guidance, advise and quality control for operational matters;
  • Assure alignment with other Bank supported activities, collaborating closely with Bank management in the country office;
  • Coordinate on operational matters with IDB colleagues, including those from ICS and other sector units as well as those responsible for procurement, financial management and environmental and social safeguards;
  • Foster international coordination, maintaining a continuous dialogue and strengthening strategic partnerships with other development partners operating in Haiti; and
  • Promote information sharing within the Division, contributing to coherence, consistency and collaboration between staff at field offices and headquarters.


Skills you will need:

Education: Master’s degree (or equivalent) in Economics, Public Policy, Public Administration, Political Economy, Political Science, Development Economics, or other relevant fields.

Experience: Minimum of 8 years of relevant experience. Track record of supporting implementation of programs to reform and strengthen government institutions and improve public services. Experience working in Haiti or in other low-income countries with comparable development challenges and where donor coordination plays a key role will be highly valued.

Languages: Proficiency in at least two of the Bank’s official languages (French is required and Spanish or English, ideally both).
