Job Description

Chemonics seeks a Quality Management Specialist to support the USAID Global Health Supply Chain-Procurement Supply Management (GHSC-PSM) project. The Specialist will help establish and grow the Quality Management System (QMS) from an initial operating capability to a fully-utilized and integrated system that helps the GHSC-PSM project to achieve quality objectives and enables process improvements to help GHSC-PSM meet requirements and improve effectiveness and efficiency. The QMU Specialist will work with Process Leaders and Subject Matter Experts (SMEs) across GHSC-PSM to help document key processes in the form of process maps, procedures, work instructions and other QMS documentation. Additionally, the QMU Manager will facilitate and support process improvement initiatives within GHSC-PSM by working with process leaders, systems administrators, and SMEs to help streamline processes and workflows. The QMU Specialist will also collaborate with the QMU Continual Improvement Team on risk and incident management initiatives and support internal audit functions across the project.   • Leads QMS resource development by working with Process Leaders and SMEs throughout the GHSC-PSM project to document and refine core business processes in the form of policies, procedures, work instructions, and other QMS documents. Tracks status of QMS documents under development and follows up with process leaders and contributors to support completion. Notifies staff of changes to approved processes.
  • Supports and facilitates process improvement initiatives by working with Process Leaders, System Administrators and SMEs to standardize and streamline processes and workflows.
  • Leads or facilitates the implementation of GHSC-PSM process improvement projects.
  • Liaises, as a subject matter expert, on process improvement with internal stakeholders. Proposes solutions to requests for business process reengineering and analyzing requests to determine the best course of action.
  • Collaborates with the QMU Continual Implement Team on project risk and incident management, conducts risk and incident root cause analysis, and facilitates identification of corrective and preventive actions with process leaders and SMEs to support continual improvement of GHSC-PSM processes.
  • Supports continual improvement and quality control efforts to ensure that supply chain improvements are sustainable and integrate best practices and lessons learned.
  • Trains staff on the QMS.
  • Liaises with functional teams across GHSC-PSM to conduct Internal Process Analysis (Internal Audit) in accordance with ISO 9001:2015 requirements. Prepares reports of observed results, findings, and corrective actions, as appropriate. Uses Process Analysis findings to gauge the effectiveness of the QMS, and reports on process capability regularly to leadership for decision making.
  • Performs duties and responsibilities consistent with understanding of quality management system requirements set by the ISO 9001:2015 standard.
  • Supports ISO 9001:2015 certification preparation, including the pre-certification audit.
  • Ensures inquiries and needs are promptly addressed to reinforce positive working relationships between GHSC-PSM stakeholders and QMU.
  • Oversees preparation for regularly scheduled management reviews with senior leadership and conducts presentations to the senior leadership team, process leaders and subject matter experts, and other in-house groups.

  • Communicates information in a way that demonstrates a basic understanding of supply chain work, the specific scope and nature of project, and Chemonics’ culture, values, and practices.
  • Performs other duties and responsibilities as required
  • Minimum of Bachelor’s degree in Business Administration, Operations, Management Systems or equivalent work experience required. Master’s Degree or equivalent education preferred.
  • Minimum three years or greater of relevant work experience in quality management, SOP development, and/or process improvement preferred.
  • Extremely high attention to detail and problem solving skills essential.
  • Excellent writing, editing, and communication skills essential.
  • Strong facilitation skills a plus.
  • Demonstrated ability to quickly master new tasks.
  • Strong organizational and time management skills, including the ability to manage competing priorities and provide leadership on multiple projects simultaneously.
  • Knowledge of Microsoft applications, particularly Office, Visio, and SharePoint online essential.
  • Prior experience and knowledge of ISO 9001: 2015 standard.
  • Experience with process mapping and value stream mapping a big plus.
  • Understanding of global health supply chain operations a plus.
  • Solid business acumen with a focus on process improvement preferred.
  • Demonstrated orientation for client service; knowledge of main client USAID preferred.
  • Proficiency in spoken and written English required.
  • Demonstrated integrity, independent thinking, judgment, and respect for others.
  • Ability to work independently and as part of a team.
