Job Description

Linpico is seeking a technical assistance team for the implementation of a project funded by the European Commission that involves building the institutional capacity of the Indian Ocean Commission. The main role of the technical assistance team will be to assist the IOC Secretariat in achieving the specific objectives and expected results of the institutional capacity building project (INCA). The specific objective of the INCA project is to build the institutional capacity of the IOC and its Member states so as to enable the implementation and monitoring of the IOC’s Strategic Development Plan (SDP). The team will be based in the IOC Secretariat in Mauritius, although short-term travel to IOC member states may be required. The period of performance will be approximately 36 months, commencing in the last quarter of 2018.

LINPICO is looking for the following experts:

Team Leader/Institutional Reform Expert – (500 days) with the following profile:

The Team Leader/Institutional Reform Expert will support the IOC in bringing the change process of the IOC General Secretariat towards institutional strengthening.

Qualifications and skills

Minimum requirements

  • A Masters degree in economics, management or public administration or an acceptable qualification in a related field or 15 years of relevant professional experience in the field;
  • Excellent written and verbal command in English and French is essential;

Preferred requirements

  • Specialisation in institutions analysis and reforms.

General Professional Experience

Minimum requirements

  • At least 10 years of working experience in conducting institutional reforms and re-engineering of business processes.
  • At least 5 years’ working experience in capacity building and training

Preferred requirements

  • At least 5 years’ working experience in the implementation of change management processes.
  • At least 2 years’ working experience in results based management tools

Specific Professional Experience

Minimum Experience

  • Working experience of at least 5 years as team leader/project manager for projects of similar complexity (inter-governmental body, multicultural environment, at least 2 years duration for each project);
  • At least 2 years’ working experience in managing or directly involved in capacity building in areas related to EU pillar assessment.

Preferred requirements

  • Working experience in the development resource mobilisation strategies and plans will be an advantage;
  • Working experience in one or more thematic areas covered by the IOC range of intervention areas is an advantage;

Key Expert 2: Financial Management Expert (400 working days)

Duties and responsibilities

The Financial Management Expert will be responsible for supporting IOC in uplifting its financial management systems and bringing it to international standards. His/Her mission will mainly focus on strengthening the Administration and Finance function of the IOC General Secretariat. The Financial Management Expert will report to the Team Leader.

Qualifications and skills

Minimum requirements

  • A Masters degree in finance, accounting or a professional qualification from a recognised institution or an acceptable qualification in a related field or 15 years of relevant professional experience in the field
  • Excellent written and verbal command in English and French is essential;

Preferred requirements

  • Specialisation in financial management.

General Professional Experience

Minimum requirements

  • At least 10 years of working experience in the area of finance management or accounting at management level.
  • At least 5 years’ working experience in capacity building and training

Preferred requirements

  • At least five years’ working experience in financial management of intergovernmental
  • Very good knowledge of public sector accounting systems such as IPSAS;

Specific Professional Experience

Minimum requirements

  • Working experience of at least 2 years in the development of financial management systems and procedure manuals and drafting of financial rules;

Preferred requirements

  • Working experience of at least 2 years in managing (accounting and budgeting) international cooperation funds, preferably EU funds;

Key Expert 3: A Project Management Expert (400 days)

The Project Management Expert will be responsible for supporting IOC in improving the efficiency of the IOC Secretariat in managing projects. The Project Management Expert will report to the Team Leader.

Qualifications and skills

Minimum requirements

  • A Masters degree in management, economics, or acceptable qualification in a related field or 15 years of relevant professional experience in the field;
  • Excellent written and verbal command in English and French is essential;

Preferred requirements

  • A specialisation in project management

General Professional Experience

Minimum requirements

  • At least 10 years of working experience in the area of project management
  • At least 5 years’ working experience in capacity building and training

Preferred requirements

  • At least five years’ working experience in project management of intergovernmental organisations

Specific Professional Experience

Minimum requirements

  • Experience of at least 5 years working experience in the monitoring and evaluation steps of the project cycle

Preferred requirements

  • Working experience of at least 2 years in managing projects funded by international partners, preferably EU funded projects
  • Working experience in the Eastern Africa, Southern Africa and Indian Ocean region

Key expert 4: Internal Audit Expert (350 working days)

Duties and responsibilities

The Internal Audit Expert will be responsible for supporting IOC in strengthening its internal control and audit systems and bring it to international standards. His/Her mission will mainly focus on strengthening the Internal Audit function of the IOC General Secretariat.

Qualifications and skills

Minimum requirements

  • A Masters degree in audit, accounting or a professional qualification from a recognised institution or an acceptable qualification in a related field or 15 years of relevant professional experience in the field
  • Excellent written and verbal command in English and French is essential;

Preferred requirements

  • Specialisation in internal audit and/or internal control

General Professional Experience

Minimum requirements

  • Minimum 10 years of working experience in the area of audit at management level.
  • At least 5 years’ working experience in capacity building and training

Preferred requirements

  • Very good knowledge of International Audit Standards (IAS);

Specific Professional Experience

Minimum requirements

  • Working experience of at least 2 years in auditing, including the development of internal audit systems and procedure manuals;
  • Working experience of at least 2 years in auditing international cooperation funds, preferably EU funds;
  • Work experience or direct involvement in the establishment of risk management systems

Preferred requirements;

  • Experience working in an inter-governmental body will be an advantage.
