Job Description

Chemonics seeks a recruitment manager to join a home office recruitment team dedicated to promoting an environment that attracts, hires and retains highly qualified candidates for the organization. The manager helps to develop and follows recruitment processes to attract candidates and enhance the company’s competitive advantage in the global marketplace. This includes managing day-to-day home office recruitment activities, building talent pipelines specific to the forward market and organizational goals, understanding and translating employment law as it pertains to recruiting and hiring staff, and adhering to compliant recruitment procedures. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Use professional networks, current knowledge of international development and recruiting best practices to create and implement a sourcing strategy for home office positions to meet current staffing needs and build a pipeline for future roles
  • Work in partnership with hiring departments to determine hiring needs, candidate matches and demands of positions
  • Recommend and develop strategies to streamline systems for effectiveness and efficiency in recruitment processes; manage associated projects as appropriate
  • Oversee the creation and management of job requisitions in applicant tracking system; perform full lifecycle recruitment to fill positions within portfolio
  • Screen and vet candidates, serving as subject matter expert and point of contact; source passive candidates and develop strategies for effective sourcing
  • Collaborate with benefits and compensation team to determine salary recommendations; facilitate salary negotiations, serving as subject matter expert and point of contact for best practices
  • Assist with implementing best practices on par with current trends, including building the capacity of recruitment staff and other staff involved in the recruitment process
  • Collaborate with Outreach Manager to support candidate outreach, including job fairs, information sessions and informational interviews
  • Support or lead the development and management of recruitment resources, marketing and branding
  • Monitor current recruitment compliance trends and relevant labor law changes to ensure Home Office recruitment is conducted compliantly
  • Manage vendor contracts, including tracking and making payments, researching new vendors, and coordinating request for proposal process
  • May have supervisory duties, including promoting staff development through coaching, mentoring, and facilitating professional growth opportunities
  • Maintain and expand technical knowledge in human resources and recruitment disciplines, in addition to international development by attending workshops, reviewing professional publications, establishing personal networks and participating in professional societies
  • Perform other duties and responsibilities as required by supervisor
Qualifications:
  • Minimum 3 years of recruitment or technically relevant experience required
  • Bachelor’s degree or equivalent work experience required
  • Knowledge of company’s main client and its operations preferred
  • Experience using applicant tracking systems or other HR information systems highly preferred
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings
  • Strong knowledge of MS Office applications
  • Supervisory experience preferred
  • Ability to work both independently and as part of a team
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Spanish, French or Arabic desired
