Job Description

INTRODUCTION

This position is located in the Africa Region of Peace Corps. Regional Programming, Training and Evaluation (PTE) Advisors are stationed at the Peace Corps offices in Dakar, Senegal and Pretoria, South Africa, and generally support western and southern Africa posts, respectively.

The role of this Regional Advisor (RA) is to provide the Region and posts with assistance in focusing projects and redesigning project frameworks within the PT&E alignment process; conducting process evaluations for programming and training; and assisting posts with strategic planning, in line with agency and region goals and priorities. The RAs will provide direct programming and training technical assistance to approximately 13 posts each, and will strive to visit each of these posts on a yearly basis.

This is a one year time limited contractual position which may be renewed at the end of the appointment without further competition.

POSITION DUTIES

  • In collaboration with the Region, Country Directors and Directors of Programming and Trainings (DPTs), assist in the development and execution of strategic action plans for ensuring that individual projects are aligned to agency sector standards and initiatives.
  • Assist posts training staff to create strategies that enable generalist Volunteers to be trained to effectively meet project framework goals, objectives and reporting responsibilities.
  • Assist posts in developing adequate systems for monitoring and evaluating project achievements, and for sharing those achievements through qualitative and quantitative reporting.
  • Develop staff capacity and provide training as needed on theories and methodology of project management, competency-based training and Volunteer support. Analyze and prepare reports on sub-regional activities for the purpose of recommending interventions that strengthen training and program management.
  • Provide facilitation support for staff and Volunteer workshops focusing on Volunteer support and organizational strengthening through improvement of post-wide understanding, appreciation and support for Volunteers and staff of diverse backgrounds.
  • Ensure that realistic action and follow-up plans are in place following any changes to project frameworks and training strategies as a result of the PT&E Alignment roll-out and implementation.
  • As needs arise, and as available, RAs will provide temporary coverage during critical staffing gaps, particularly during vacancies in the Director of Programming and Training position.

SUPERVISION AND GUIDANCE

Reports to and works in close collaboration with the Chief of Programming and Training as well as other Region Headquarters Programming and Training staff and other Regional Advisors. Work is reviewed in terms of overall effectiveness and adherence to policies and strategic goals.

QUALIFICATIONS

One year of specialized experience involving the management of international development projects; formulating methods for the assessment and improvement of complex programs, processes and systems; integrating training design and evaluation in the assessment of programming plans for staff development; and experience in community-based project development, management and evaluation in an overseas or multi-cultural environment.

SELECTIVE PLACEMENT FACTOR

Two (2) years of experience working in a developing country in community development or international development. Failure to provide this information in your resume with date, month and years of service along with country of service will result in automatic elimination from competition.

REQUIREMENTS

Must be a U.S. Citizen

Must obtain and maintain required Medical and Security clearances.

TRAVEL REQUIRED

As a condition of employment, incumbent will be required to travel within his or her Country or

Region of assignment. At least 65% of the RA’s time will be spent outside of the host country traveling to posts within the sub-region.

RELOCATION EXPENSES

This is an overseas position for which relocation expenses are authorized. Place of assignment will be at the discretion of the Peace Corps based on service need.

SALARY

$101,204 - $148,621
