Regional Finance and Administration Director

USAID/El Salvador Regional Human Rights and Democracy Activity

Created in 1962 through a unique agreement between the Organization of American States (OAS) and the private sector, the Pan American Development Foundation (PADF) is an independent, non-profit organization 501(c)(3) that creates public-private partnerships to assist the least advantaged people in Latin America and the Caribbean. Having worked in every country in the region, PADF engages community-based groups, non-governmental organizations (NGOs), public and private sector actors in implementing appropriate solutions for sustainable development. The Foundation empowers disadvantaged people and communities in Latin America and the Caribbean to achieve sustainable economic and social progress, strengthen their communities and civil society, and prepare for and respond to natural disasters and other humanitarian crises, thereby advancing the principles of the OAS.

PADF seeks a Regional Finance and Administration Director for a USAID-funded Regional Human Rights and Democracy Activity. This position involves a local contract based in El Salvador. For the remaining 2.5 years of this 5-year program, PADF aims to strengthen the human rights protection systems in targeted countries in Central America including: El Salvador, Guatemala and Honduras, and will also support discrete interventions in Mexico and Nicaragua. The purpose of this program is to strengthen a targeted set of capacities within the national human rights protection systems in Central America, empowering actors to better fulfill their roles in 1) providing oversight, 2) ensuring accountability, 3) upholding the principle of non-discrimination along with other human rights norms, 4) addressing needs of victims, and 5) doing so in an independent, accountable, efficient, and effective manner.
Supervision
Reports to the PADF Chief of Party in El Salvador.

Supervises the Administration and Human Resource Manager and the regional accounting team in El Salvador.
Education Required
Master’s degree in a related field such as Public or Business Administration, Finance and/or Accounting.
Language Proficiency Required
Excellent written and oral communication skills in Spanish and English required.
Other Requirements

  • Demonstrated ability to formulate budgets and manage financial reporting requirements according to international donor regulations (USAID experience highly preferred). Knowledge of relevant Central American financial/legal requirements;
  • Minimum of 10 years relevant experience supporting implementation of large USAID, State Department and other international donor grants or contracts;
  • Working knowledge of Microsoft Dynamics Great Plains or other large ERP system
  • Excellent interpersonal skills, including demonstrated leadership and team-building experience; ability to communicate effectively with program/technical staff;
  • Good written and oral communication skills in Spanish and English required.

Duties and Responsibilities

  • Manages a regional team of accountants, finance assistants, administrators and other support staff;
  • Supports the administrative and financial staff of the country offices, ensuring compliance with the regulations and procedures of USG and PADF
  • Provides professional oversight to financial management processes, including grants management and accounting, ensuring compliance with relevant USG and GOES rules and regulations;
  • Performs financial and operational planning and forecasting, responsible for reporting on financial progress to USAID/El Salvador and PADF HQ;
  • Liaise with PADF Grants and Contracts Director and USAID/ El Salvador OAA staff on designing and executing approval processes consistent with OMB circulars, USAID regulations, and other relevant legal requirements;
  • Train partner organizations on accounting and financial management as appropriate and necessary;
  • Facilitate clear communication channels within the team and maintain communication with PADF Washington DC financial management staff as required;
  • Support the Country Directors in the preparation of annual budgets and the monitoring of the monthly budget execution.
  • Work together with COP and HQ staff in the annual updates of purchasing, finance, and personnel policies and procedures.
  • Other duties as required.
