As part of its CARE 2020 Program Strategy, CARE is increasingly seeking to multiply impact at all levels including through scaling up innovative solutions and accelerating evidence-informed advocacy at regional and national levels. CARE Members and Country Offices are held accountable for gender equality results, with technical resources located in CARE members, regional units, and country offices to forward programming objectives. In the Middle East and North Africa region (MENA), CARE’s efforts are guided by a Social and Gender Justice Framework which prioritizes addressing gender-based violence (GBV), women’s economic empowerment, and humanitarian response. More focus in being made on gender issues in durable solutions approaches and broader nexus issues.
CARE is seeking a talented individual to take on the position of Regional Gender in Emergencies Coordinator. This position will strengthen Gender integration, mainstreaming and stand-alone programming in CARE’s humanitarian work in MENA. H/She will act as a coordination point to mainstream best practices and standards for gender equality in emergencies. The Regional Gender in Emergencies Coordinator is focused on CARE’s Syria Response,=, both inside of Syria and in neighboring refugee contexts of Lebanon, Jordan and Turkey. The position will be focused on support to country offices to ensure maximum impact CARE’s programming at the field level and to ensure that policy and advocacy are centered on vulnerable communities for whom CARE works. S/he will also coordinate with a broad range of CARE technical staff responsible for gender equality programming, fundraising, and advocacy.
The selected candidate must have advanced skills in Gender in Emergencies (GiE) as well as demonstrated experience in a range of humanitarian contexts, including large-scale displacement and Protection crises, such as Syria. The candidate must be able to work and deploy to Country Office teams to conduct and support gender analyses; lead the design, review, and evolution of programs according to CARE’s global policies.
S/he will report to the Director – Regional Impact & Change Management for MENA and will be a key member in the Regional Syria Response Team to play a vital role in the broader strategic, programmatic fundraising and advocacy work of the MENA region. Ideally, the candidate should be from the MENA region or have experience in MENA, and be willing and able to travel 30-40% of his/her time. Position is based in Amman, Jordan, in the CARE Regional Management Unit office.
- Deploy to emergencies by serving as gender and/or GBV specialist on emergency assessment teams, assisting emergency teams to design and initiate emergency response programs which appropriately address gender considerations and promote the protection and empowerment of women and girls.
- Elevate CARE’s humanitarian response in Syria Sub-Regional response to mainstream GiE in refugee settings.
- Build GiE into CO Emergency Preparedness Plans for CARE’s Syria Sub-regional response.
- Provide remote technical assistance to emergency teams.
- Participate in emergency preparedness planning processes including reviewing emergency preparedness plans.
- Provide oversight of implementation of gender in emergencies sub-strategies in MENA.
- Lead internal coordination of resources and efforts across CARE.
- Contribute to the GiE policy dialogue at the global level through coordination with MENA Advocacy colleagues and the wider CARE Advocacy team.
- Build and maintain relationships and facilitate technical engagement across CARE Strategy.
- Be a proactive member of the MENA regional team.
- Ensure clear linkages to CARE MENA Strategy and the GBV Protection Impact Growth Strategy.
- Support and proactively collaborate with other team members in team initiatives.
- Master’s degree (or a combination of Bachelors degree and relevant work experience) in development studies, international relations or gender studies)
- 5-7 years work experience with a large international organization or NGO
- 4 years practical field experience work experience in a gender in emergencies role
- Demonstrated knowledge and skills in mainstreaming gender in program design, management, monitoring and evaluation, including application of SPHERE and IASC standards; Familiarity with UN resolutions relating to Gender in Emergencies; experience developing networks and relationships
