The Position
The purpose of the Regional M&E Manager for TechnoServe LAC is to enable evidence-based decision-making during all phases of project design and execution in support of TechnoServe’s mission, performance excellence and sustained impact, specifically:
- Provide guidance in M&E strategy and methodologies for the region;
- Support development and implementation of M&E plans for specific, large programs;
- Conduct impact analyses for LAC program

- Guide the overall development of strategies and practices in support of evidence-based decision-making during all phases of program design, start-up, implementation and exit.
- Lead the development of M&E strategies for new business development and project implementation across TNS LAC;
- Contribute to M&E knowledge sharing within TNS LAC and TechnoServe globally;
- Support adoption of new M&E technologies and systems, as necessary;
- Support project implementation teams to scope and manage related consultancies;
- Lead the design of, and execute, field-level surveys including training and supervising field staff and data quality assurance;
- Support communications with partners on programmatic progress, as it relates to impact measurement;
- Manage the development of innovative approaches to data collection, e.g. Coffee Scorecard;
- Participate in key reflection moments – in particular, the annual project reviews;
- Facilitate learning-oriented analysis sessions of project data with multiple stakeholders.
- Improve the quality of monitoring and evaluation activities across TNS LAC, including technical support to M&E and program staff, staff capacity-building and direct management of M&E activities as needed.
- Develop and roll-out a toolkit of standard M&E best practices for use across the portfolio of TNS LAC projects, providing guidance and oversight to project teams on data collection, monitoring, dissemination and reporting
- Support development of M&E deliverables for select LAC projects/awards, including building in both statistical and social measurement tools to best determine the full impact of the project(s)
- Conduct in-depth impact analyses of select projects and ensure incorporation/ dissemination of learnings internally and externally
- Train local M&E Managers on M&E strategy and methodologies, in coordination with project management teams
- Conduct regular reviews of progress against plans, including analyzing and monitoring project level data and results to identify causes of potential bottlenecks in implementation of M&E activities.
- Refine measurement approaches to improve capture of the project impact.
- Develop and refine templates to analyze and graphically present project impact.
- Support the design and analysis of baseline surveys
- Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
- Ensure that donor / contractual M&E obligations are met
Qualifications
- Advanced degree in Economics, Business Administration or other relevant field
- 3+ years of experience with M&E methods and approaches, designing, planning and implementing M&E systems, information analysis and reporting the logical approach framework/other strategic planning approaches
- Experience in economic development or living and working in the Latin America and Caribbean region
- Strong understanding of M&E tools and current methods in data collection and analysis
- Experience developing and managing M&E plans
- Strong analytical skills, including quantitative
- Results oriented, with proven track record of working to achieve project targets
- Knowledge of USAID regulations and procedure preferred
- Spanish fluency required (written and spoken); French proficiency a plus
- Demonstrated capacity to produce high quality reports and proposals
- Previous successful experience mentoring and building capacity of staff
Location: Central America or Mexico
Travel: Willingness to travel up to 35-40% of the time
