Location: Washington, D.C., with regular travel to Democratic Republic of Congo (DRC) and Central African Republic (CAR), South Sudan, and Uganda

Direct Supervisor: Chief Operations Officer

Position Summary:

Invisible Children is seeking a dynamic and impact-driven Regional Programs Manager to oversee the aforementioned program initiatives, which currently focus on community-based protection and resilience in northeastern Democratic Republic of Congo (DRC), Central African Republic (CAR), and western South Sudan. The Regional Programs Manager will play a critical role in ensuring that IC’s programs and projects are executed in a way that best serves the IC’s mission and reflects its core values. S/he will help ensure that IC achieves maximum effectiveness, efficiency, and compliance in all central Africa-based programming, including the ramp-up, implementation, and close-out of current and new projects. S/he will achieve these objectives through a) the provision of day-to-day program and project management (in coordination with relevant field-based project leaders), b) facilitation of internal coordination and communication between HQ and field-based personnel, c) the development or refinement of context-appropriate project management tools and training resources, e) effective and collaborative management of IC’s program partners, and d) the provision of capacity-building and technical guidance to IC program personnel at the field level.

The Regional Programs Manager will serve in the following roles for each of IC’s current projects:

  • Project Director for the USAID-funded Community Resilience in Central Africa (CRCA) Activity, serving as a main point of contact with the USAID AO and AOR alongside the Chief of Party;

  • Project Manager for the Civilian Protection Through Community Connection (CPCC) Project funded by the U.S. State Department, serving as the secondary point of contact to the State Department Point of Contact following the Director of Research and Policy who serves as the primary Point of Contact;

  • Lead Project Manager for a community protection project, also entitled CPCC, in South Sudan funded by a U.S.-based private foundation.

  • Lead Program Manager for IC’s regional defection and transit programming in DRC, CAR, and South Sudan, which is funded via IC’s unrestricted revenue and may include other rapid-response community protection initiatives that fall within IC’s mission and strategic goals.

Responsibilities

Project Planning

  • Oversee and support the development and/or revisions to overall project implementation strategies, systems, approaches, tools, and materials;

  • Where necessary, organize project kick-off and close-out meetings;

  • Plan and/or update the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.

Program Implementation Oversight and Management

  • Provide oversight and support to the CRCA Chief of Party (CoP) and directly oversee and manage the implementation of IC’s three non-USAID funded projects, ensuring that technical quality, lessons learned, and best practices are integrated into the implementation of all projects;

  • Organize regular project review and coordination meetings with project teams;

  • Work with field-based project leaders to ensure project implementation is on time, target, and budget, using effective M&E systems to reach desired impacts;

  • Work with field-based project leaders to regularly update project work plans, GANTT charts, and other documents relevant for effective project management

  • Manage the engagement of technical advisors as needed to help ensure high program quality;

  • Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation

Security

  • Work with field-based leadership to ensure that IC’s security policies and protocols are updated, thoroughly communicated to field staff, and enforced in the field;

  • Work with field-based leadership to ensure that field offices are properly and constantly equipped with necessary systems and infrastructure to promote the safety of staff and assets;

  • Work together with relevant field-based staff and the Director of Research and Policy to regularly monitor the security dynamics in areas of operation and adjust field operations and activities accordingly;

  • Work with the Lead Analyst to ensure that IC’s HQ and field-based leadership are regularly updated on security dynamics in the region, key risks to personnel and asset security, and strategies being implemented to mitigate risks;

  • Contribute to the updating of the security guidelines in each project’s area of intervention.

Logistics

  • Contribute to the development of procurement plans and RFPs/RFQs;

  • Manage all US-based procurements of project materials;

  • Send accurate and precise order forms in a timely manner;

  • Contribute to quality checks and procurement committees to finalize suppliers’ selection according to applicable scenario;

  • Assess and confirm the quality of material or service selection, when appropriate;

  • Work with relevant field-based leaders to manage team movements based on available transportation assets, security protocols, and other relevant policies.

Administration/HR

  • Work with the CEO and CFO/O, and field-based leaders to help foster a culture of innovation, dynamism, and learning among all IC field staff and partners;

  • Serve as the direct supervisor to the CRCA Chief of Party (CoP), the Central Africa Projects Assistant (based at HQ), and non-project-specific program managers and consultants, ensuring the timely completion of goals and deliverables, regular and constructive feedback on performance and capacity-building support, whenever appropriate and feasible;

  • Conduct regular performance evaluations with direct reports and regularly review the priorities and day-to-day activities of field-based project leaders;

  • Work with relevant field-based project leaders to ensure that project staff understand and are able to perform their roles and responsibilities;

  • Work with relevant staff to ensure that IC’s field operations are in compliance with national laws and donor rules and regulations;

  • Support the COO with the creation of and revisions to IC’s field-based policies and procedures;

  • Work with field-based leadership to ensure that all IC field offices have up-to-date documents and manuals, and that field staff are regularly trained on organizational policies and procedures;

  • Ensure staff awareness of, and compliance with IC’s Code of Conduct;

  • Participate in the recruitment of technical staff and field-based staffing structure decisions (including the development of organigrams, ToRs, interviews, etc.);

  • Manage interpersonal conflicts, working with project leaders, as appropriate;

  • Regularly monitor and identify capacity gaps at the field level and organize capacity-building activities, as needed and when possible;

External Relations

  • As requested by the CEO, represent IC at stakeholder events;

  • Organize and/or support communication and coordination activities to actively consult and involve beneficiaries, partners, and other key stakeholders in all stages of project design and implementation;

  • Work with field-based project leaders to cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at policy forums, technical meetings, and coordination meetings;

  • Work with field-based project leaders to ensure that engagement with project beneficiaries is conducted in a sensitive and respectful manner at all times;

  • Liaise with donors, where appropriate, and work closely with project leaders and partners on project updates, site visits, and other communication;

  • Work with field-based project leaders to identify and assess opportunities to collaborate and coordinate efforts with other organizations to ensure IC’s activities build upon, and do not duplicate, the work of other entities.

Quality Control

  • Conduct regular field visits to provide technical guidance and supervision, regularly monitor the progress of project activities, and ensure that resources are being used efficiently and responsibly;

  • Work with field-based project leaders to ensure lessons learned are documented, shared, and reflected in project planning and decision making;

  • Work with field-based project leaders to ensure quality control, analysis of IC’s value-added, impact, as well as best practices and lessons learned, and provide relevant feedback for new project development.

Reporting and Development

  • Provide regular and timely updates on program progress and challenges to the CEO, and CFO/O, and other relevant team members as necessary;

  • Oversee the development of internal progress reports and support IC’s HQ finance team with the development of financial reports, as needed;

  • Oversee the development of external project progress reports, ensuring the quality and accuracy of technical information provided;

  • Monitor donor reporting requirements and proactively address inquiries to maintain positive relationships with donors and effectively manage expectations;

  • As requested by the CEO or CFO/O, oversee and/or support the development of concept notes, proposals, and other funding pursuits, ensuring quality submissions that maximize chances for success.

Required Qualifications

  • French and English fluency (oral and written)

  • Bachelor’s Degree in international development or policy, management, or other relevant field is required; Master’s Degree in similar relevant fields is preferred.

  • At least seven (7) years of field-based program management experience, including in conflict-affected areas, and at least four (4) years of experience managing U.S. federally-funded projects, including oversight of project budgets, workplans, reporting compliance, and administrative mechanisms;

  • Experience developing and enforcing security protocols and policies in conflict-affected areas;

  • Experience in program development and design, including conceptualizing and articulating programming ideas in concept notes and proposals;

  • Direct experience managing and supervising field-based personnel as well as staff mentoring and development;

  • Confident communication skills and experience engaging donors, policy officials, and civil society and community stakeholders;

  • Demonstrated ability to think strategically, and to solve complex problems at an organizational level;

  • Ability to handle multiple issues at one time, especially in emergency situations, and to organize and prioritize accordingly;

  • Legal status to work and reside within the USA;

Preferred qualifications:

  • Familiarity with the humanitarian and civilian protection issues in central Africa, and the challenges of operating in the region;

  • Experience with similar programming, including peacebuilding and community protection programming (early warning systems, conflict transformation, etc.);

  • Familiarity with the Area of Operation for Invisible Children’s central Africa -based programs, including northeastern DRC, eastern CAR, and western South Sudan;

Headquartered in Washington, D.C., Invisible Children (IC) is an international non-profit organization working to end violent conflict and exploitation facing our world’s most isolated and unprotected communities. We partner with local visionaries in volatile conflict zones to build community-led initiatives and drive global policy change to end violent conflict and ensure communities have the safety they deserve. When Invisible Children was founded in 2004, our primary aim was to hasten an end to the Lord’s Resistance Army (LRA) crisis in central Africa and support the lasting recovery of communities in the region targeted by the LRA and other armed groups. Our comprehensive approach to the LRA crisis has integrated every level of intervention, from direct partnerships with local communities to advocacy campaigns targeting international policymakers.

Over the course of 12 years working with remote communities in central Africa, we have contributed to significant progress in ending the LRA crisis, while refining and adapting our programs to address violence perpetrated by a number of armed groups and other destabilizing forces threatening the central Africa region. IC’s current work focuses on developing innovative and sustainable solutions to regional insecurity and armed group violence. In recent years, this has included the exploration of community-based initiatives and conflict analysis to address the intersection of human security and illicit wildlife trafficking in the central Africa region.

IC is currently implementing four (4) projects in central Africa. The USAID-funded Community Resilience in Central Africa (CRCA) Activity, is a five-year project that aims to strengthen community resilience to security threats and improve the safety of both humans and wildlife and in the “Mbomou-Uele Border Region,” which spans northeastern Democratic Republic of Congo (DRC) and eastern Central African Republic (CAR). The Community Protection through Community Connection (CPCC) project is an 18-month project funded by the U.S. Department of State and focused community resilience and transitional justice in the “Greater Bria Area” of eastern CAR. In addition to these two U.S. federally-funded projects, IC is implementing a one-year, privately-funded community protection and resilience project in former Western Equatoria State (WES) South Sudan. IC also implements ongoing programming aimed at encouraging and facilitating the safe and peaceful defection, transit, and family reunification of individuals who escape or defect from non-state armed groups, most commonly the LRA, across all of the aforementioned regions of DRC, CAR, and South Sudan. These defection and transit activities are sustained through IC’s general unrestricted funds.
