Job DescriptionJob Overview/Summary:
The Program Officer plays a vital role within the Regional Program Support Team that supervises an expanding portfolio of humanitarian relief, post-crisis recovery and development programs currently in six countries: Afghanistan, Bangladesh, Myanmar, Pakistan, the Philippines and Thailand.

Based in New York, the Program Officer works under the supervision of the Regional Grants Director (based in London) and supervises two Program Managers and the partial effort of a Program Assistant (based in New York). The successful candidate will liaise with country programs, NY support departments, IRC Europe, and our government relations office in Washington DC to resolve country office and/or regional issues.

The Program Officer should be capable of managing multiple and complex tasks; thrive under pressure, time and complexity; have strong people skills- developing strong team spirit; and be capable of interfacing successfully with internal actors, donors and partners to resolve program issues. S/he should also feel comfortable in a representational role, speaking on humanitarian and recovery issues with internal and external audiences. Candidates should be well organized and self-motivated with demonstrable writing, management, and creative problem solving skills.

Essential Job Functions:

Coordination and Grant Management
* Provide grant management support for donor grants, with a priority on US government and UN donors, including proposal submission, ensuring donor reporting requirements are met and dealing with donor related issues;
* Travel to country offices to provide support and monitoring across the areas of programs and grants; including gap filling when the Grants Coordinator role is vacant;
* Manage interdepartmental relationships with the Awards Management Unit, Policy and Practice Units and NY support departments on proposals, reports, and additional requests for information;
* Act as regional or country representative in both internal and external initiatives and meetings on grant-related issues;
* Supervise the Program Managers and Program Assistant in carrying out necessary functions as they relate to country program support.
* Be responsible for ensuring quality and accuracy of data points on relevant internal platforms (e.g. grants management system)
* Maintain a strong relationship with the RGD, RVP and DRD and regional finance controller - reporting on a regular basis and copying them on relevant communications - through an established communications protocol;
* Coordinate with the Program Officers for other regions for information sharing and to establish a coherent program support and backstopping function between headquarters and the field.

Program Design and Strategy Support
* Review and provide substantive feedback on proposals/reports. Draft proposals when necessary;
* Review budgets and supporting documentation for proposals in coordination with the Award Management Unit and HQ Finance Department, and assist in creating budgets when necessary;
* Remain informed about programmatic issues and security & political developments in the region;
* Stay in regular contact with field staff on program progress and potential/identified compliance issues;
* Work with the RGD and RVP/DRD to inform general programmatic capacity and direction of country programs, discuss impact of and capacity to pursue new potential opportunities;
* Review and help process agreements and sub-agreements.

Donor Liaison
* Coordinate with the various fundraising departments on fundraising initiatives, proposals and opportunities for the region.
* Maintain contact with donors regarding program amendments or budget realignments.
* Liaise with US-based donors on ongoing/future Asia programs;

Advocacy
* Support advocacy efforts for the region if requested by the Washington DC office and Regional Vice President and Deputy Regional Director;
* Participate in advocacy and/or representational visits, events and meetings as requested.

Staff Management, Learning & Development
* Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, document/discuss performance issues, and deliver high-quality documented semi-annual performance reviews.
* Hold high-quality meetings with each direct report on a regular and predictable basis
* Promote and monitor staff care, well-being and self-care; approve and manage all timesheets, attendance and leave requests to ensure adequate departmental coverage.
* Champion and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
* Ensure direct reports, Program Manager/Assistant, are trained on all relevant IRC processes and donor regulations; support direct reports in achieve annual objectives;

Other Key Areas of Responsibility
* Liaise with communications and external relations staff to inform IRC media products (e.g. Intranet, internal and external country fact sheets, etc.)
* As needed, support country program to ensure procurements meet donor requirements
* Knowledge of and as needed, support to, creation of country-specific strategic action plans (SAPs);
* Participate in special projects as needed and other tasks as assigned.

Job Requirements:
* Master Degree in a related field, or at least two years of comparable related experience;
* Five years of progressive work experience, ideally with a relief and development NGO;
* Two years of international field experience highly desirable;
* Project management experience, supervisory experience preferred;
* Program development and/or grants/contracts management experience - USAID/OFDA/DOS experience preferred; USAID acquisition agreement experience strongly preferred;
* Excellent written and oral communication skills;
* Proven ability to effectively manage relationships (e.g., with internal actors, peers, donors);
* Effective people management skills: ability to lead staff and promote productivity in a pleasant work environment;
* Familiarity with countries in the region preferred;
* Solid organizational skills: ability to be flexible & work well under pressure in a fast-paced multi-task team environment;
* Good computer skills: facility with MS Word, Excel, and email/internet software; and
* Ability to travel to countries in the region
