Job Description

Chemonics seeks three regional technical advisors to support the USAID Global Health and Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Guinea. PSM will be the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives. The Guinea office will work under two of the project’s task orders (the U.S. President’s Malaria Initiative and Population and Reproductive Health) to provide commodities, supply chain technical assistance, and waste management assistance. The technical regional advisor is responsible for directly supporting the Pharmacie Centrale de Guinee and applicable regional and prefectural Ministry of Health counterparts as well as Logistics Management and Information System (LMIS) data collection and implementation. The regional technical advisors will be based in Conakry, Faranah, and Kindia. They will technically facilitate the quantification and forecasting of pharmaceutical products and waste management. Responsibilities include:

  • Provide technical assistance in supply chain management, care, and pharmaceutical management services at the regional and prefectural levels
  • With other GHSC-PSM technical teams, develop and implement strategic and operational plans — including training, supervision, monitoring, and planning — to improve inventory management and information management at the regional and prefectural levels
  • Ensure the implementation of LMIS tools, standardized operating procedures, and systems for all assigned areas of intervention at regional and peripheral levels
  • Maintain regular communication with the senior management information systems advisor and other senior managers to ensure that all technical assistance needs for the various regional and peripheral institutions of the Ministry of Health are sufficiently mobilized and addressed
  • Work with other GHSC-PSM staff to build capacity in pharmaceutical management and inventory control for all health providers and other stakeholders at the regional and peripheral levels
  • Organize and coordinate training programs focused on pharmaceutical management, including the supply chain, rational drug use, pharmacovigilance, and all other identified areas of intervention at the regional and peripheral levels
  • Prepare regular progress reports and ensure that assigned tasks are carried out in a manner consistent with the expected results and budgets
  • Make regular presentations on results and progress to stakeholders in the region
  • Attend technical meetings at the regional and peripheral levels while representing the project

Qualifications:

  • Advanced professional degree in health, public health, pharmaceutical sciences, or a related field
  • Authorization to work in Guinea
  • Minimum of four years of experience in pharmaceutical management and in building pharmaceutical management capacity
  • Experience in the health sector with an understanding of malaria, case management, and child survival issues at the community level
  • Comprehensive understanding of the Guinean public health and pharmaceutical sector
  • Prior experience developing and delivering training programs
  • Ability to multitask and prioritize tasks
  • Demonstrated ability to use the Microsoft Office Suite of applications, including Word, Excel, Outlook, and PowerPoint
  • Professional experience with USAID-funded programs preferred
  • Ability to travel within the country, including to difficult areas
  • Adept at reading and communicating clearly and concisely both orally and in writing
  • Demonstrated leadership, versatility, and integrity
  • Fluency in French required; fluency in English preferred
