General Functions:
Under the direct supervision of the Head of Sub-Office in IOM Nyala and with the technical guidance of the Darfur Coordinator, the successful candidate will manage, at state level, the implementation in West Darfur the IOM-led Darfur Internally Displaced Persons (IDP)Registration system, within which registration activities are implemented in cooperation with World Food Programme (WFP) and its cooperating partners. In fulfilling his/her responsibilities, the successful candidate will also work with the IDP Tracking and Monitoring Officer in Khartoum to ensure consistent implementation of registration activities in Darfur.

In particular, he/she will:
1. Liaise as required, with project partners, central and local authorities, service providers and agencies to facilitate the proper implementation of the project activities.
2. Provide direct support and guidance to the IOM field registration staff and data entry clerks. Ensure the control and confidentiality of registration data, including tally sheets, completed verification and registration forms and data files.
3. Maintain continuous dialogue within IOM to facilitate a coordinated approach to project implementation.
4. Support relationship-building/enhancement with UN agencies, international NGOs and others for the purpose of improving the quality and relevance of information analysis.
5. Liaise with UN Agencies and international NGOs participating in the IDP household registration process.
6. Manage the training and support to IOM staff, WFP counterparts and implementing partners on the established IOM IDP registration methodology and household registration form.
7. Attend and assist with regular inter-agency camp coordination meetings as well as inter-agency population movement and registration meetings, to obtain information on new arrivals to IDP camps/gatherings and to coordinate monitoring, verification and registration activities.
8. Undertake the recruitment and training of additional national registration staff and enumerators. Prepare the required material and the organization of trainings of enumerators and field staff for their implementation of the project activities.
9. Facilitate the field level deployment of national registration staff and enumerators. Monitor their activities to ensure quality control and adherence to the project implementation timeframe.
10. Contribute to any revisions/updating required to the project methodology and tools. Conduct IDP site visits to liaise with camp coordinators, national registration staff and partner organizations to improve monitoring and verification activities.
11. Contribute to weekly IOM Sub-office activity reports. Review the statistical reports, IDP displacement, return planning maps and tools prepared by the IOM Khartoum database and statistics unit and prepare the required analytical reports.
12. Perform such other duties as may be assigned.

Desirable Qualifications:

Education and Experience
a) University degree preferably in Demography, Statistics, or Mathematics or alternatively a degree in Humanitarian Affairs, International Development, Law, Political Science, International
Relations, Human Rights or Anthropology;
b) three years of professional experience, with at least one year of field experience with refugees or IDPs in a complex humanitarian emergency or post-conflict environment;
c) experience in IDP/refugee profiling/registration is an advantage;
d) good knowledge of the North African region an asset.

Competencies
a) Excellent communication, analytical and inter-personal skills;
b) ability to work under tight timelines and stressful conditions;
c) candidates must have familiarity with the UN system and basic field security protocol, including use of radio communications;
d) personal commitment, drive for results, efficiency, flexibility, respect for diversity;
e) ability to work effectively and harmoniously with colleagues from various cultures and professional background;
f) good computer level of computer literacy.

Languages
Thorough knowledge of English. Knowledge of Arabic is an asset.
