In Liberia, SI implements the Liberia Strategic Analysis (LSA) activity which provides USAID/Liberia with analytical and advisory services in support of strategic planning, project and activity design, performance monitoring and evaluation, and learning and adapting. LSA’s services cross-cut all development sectors including democracy and governance, health, education, the environment, and economic growth.

Project Objective:

In Liberia, SI implements the Liberia Strategic Analysis (LSA) activity which provides USAID/Liberia with analytical and advisory services in support of strategic planning, project and activity design, performance monitoring and evaluation, and learning and adapting. LSA’s services cross-cut all development sectors including democracy and governance, health, education, the environment, and economic growth.

Liberia Strategic Analysis (LSA) will conduct a desk review of documents pertaining to remittance flows to Liberia over the past decade. The desk review is an exercise meant to collect, organize, review, and synthesize current information available on remittances to Liberia. This document will inform the Mission in preparing for the next iteration of the 2018-2023 Country Development Cooperation Strategy (CDCS).

LSA will work with USAID/Liberia’s CDCS Working Group to gather relevant resources. It is anticipated that the desk review will be based on the following secondary data sources:

• Government of Liberia: Ministry of Finance and Development Planning, Central Bank of Liberia

• Donors: The World Bank, International Monetary Fund and the International Finance Corporation

• Studies of interest: The Household Income and Expenditure Survey, journal articles and other published reports on remittances to Liberia

The objective of the desk review is to synthesize existing research on remittance flows to Liberia and to synthesize this information into one cohesive document that will serve to inform the design of the new CDCS. It will also produce a detailed and annotated reference list of all resources reviewed, organized by the research questions listed below.

The estimated start date will be mid-January through March 2018. The estimated LOE will be 30 days.

Position Description:

SI is seeking a Remittances Specialist to carry out a desk review in order to gather the requisite information from all stakeholders, including government, donors, development practitioners, and technical specialists. The Remittances Specialist will be working remotes.

Responsibilities:

• Perform desk review and identify additional information required for analysis.

• Provide technical expertise and lead efforts in review design, methodology, and data collection instruments.

• Write the draft report, taking into consideration feedback from the LSA team.

• Respond to USAID comments on the draft report and submit a final report to LSA.

Qualifications:

• An advanced degree in a discipline related to Economics, Finance or Development Studies or a related field.

• Must have at least five years of experience undertaking similar studies, especially in West Africa;

• Demonstrated expertise in remittances, and strong skills set in data analytics;

• A good understanding of the evolving money transfer landscape, especially the use of technologies such as mobile money

• Ability to conceptualize and structure desk review activities and produce high quality evaluation reports in English.
