About the Project

The DFID funded research project aims at finding the most effective ways of delivering education in conflict and protracted crisis, by creating country level impact.

Responsibilities

Program Management, Monitoring and Reporting

  • Support the finalisation of the logical framework

  • Develop a comprehensive, costed five-year workplan and annual workplans

  • Work in close collaboration with the M&E team to produce a monitoring and reporting strategy, including tools and indicators for use by all programme functions (financial, process, outputs, disaggregated as required)

  • Produce annual reports for DFID, assessing progress against the logical framework

  • Produce quarterly reports, including financial forecasts, reporting progress against key performance indicators and objectives in the logical framework, as well as providing updated bi-yearly financial reporting for all aspects of the programme.

  • Supervise and lead on day-to-day communications, coordination and quality assurance of the teams implementing the work programmes

  • Support ICAI or other independent assessment/reviews during the programme’s lifetime; also, commission independent annual financial audits

Financial Management

In collaboration with the Program Finance Manager and/or accountant:

  • Manage the programme budget; produce annual budgets in line with the workplan; produce accurate expenditure forecasts for the client; and ensure rigorous accounting of expenditure.

  • Develop financial reports as required by the client; oversee invoicing to meet client requirements, based on agreed milestone payments and in line with actual and forecasted expenditure.

  • Oversee value for money implementation.

Risk Management and Compliance

  • Put in place operations management procedures and systems that comply with OPM policy, including risk management process, due diligence procedures, ethics policy and conflict of interest policy.

  • Ensure key policies and safeguards are in place and being adhered to, including anti-corruption, fraud and risk management.

  • Ensure that all research complies with DFID’s Open Access Policy, including public access data collected and open access to articles published.

Procurement Management

  • Lead a robust procurement process including:

  • Implement a procurement policy and procedures that comply with OPM and DFID requirements.

  • Work with key stakeholders to produce a supplier market engagement plan

  • Implement a tender process that includes a well-advertised and subscribed calls for proposals for suppliers to undertake the Centre’s work programmes

  • Lead supplier engagement activities for all external work the Centre commissions, including evaluations and data research work

Expertise/Qualifications Required

  • Substantial experience, managing large donor funded research projects

  • Demonstrable project management skills with direct experience of systems, process and tools development; strong contract and financial management

  • Expertise in procuring and contracting; with experience in research / evaluation context, highly regarded though not essential

  • Experience managing DFID, EU or WB projects or programmes with demonstrated knowledge of donor requirements

  • Experience of working at a research council or a funding agency, preferably in the field of international development and/or research in low- and middle-income countries (LMICs), highly regarded though not essential

  • Experience in international engagement to support and strengthen public and community engagement with evaluation research in LMICs would be considered a distinct advantage

  • Excellent communication and interpersonal skills and the ability to influence at all levels

  • Proven organisational abilities to undertake several tasks simultaneously and deliver to agreed deadlines.

  • A self-starter, with the ability to work effectively in a team and with minimum supervision

  • Ability to understand and work effectively in a cross-cultural environment

  • Fluent in spoken and written English

  • Excellent computer literacy

  • Eligibility to work in the United Kingdom
