The International Republican Institute (IRI) is seeking an individual to direct its political party and governance assistance program in Burma, funded by the United States Agency for International Development (USAID) and other funders. The Resident Program Director (RPD) will oversee a range of training and assistance efforts designed to develop the capacity of political parties, sub-national MPs and CSOs, support the government’s democratic reforms, and provide capacity-building assistance.

This unique opportunity is based in Yangon. This position reports directly to IRI’s Asia Regional Director and will be supported by program staff in Washington, DC and will lead a team of local and expatriate staff at IRI’s office in Yangon. The RPD is responsible for all programmatic, personnel, outreach and accounting matters in Burma. The RPD will drive the long-term strategy of IRI’s country programming through project design and implementation, managing budgets and conducting funder outreach. The RPD is also responsible for compliance with local laws and regulations governing donor funds.

The RPD will carry out IRI’s mission and demonstrate its core values in the implementation of day-to-day work.

Position Requirements

  • Master’s degree in Political Science, International Development, Public Administration or related field.
  • Seven to ten years of professional experience in democratic governance and politics, preferably working directly with national and/or state bodies, political parties and/or civil society organizations.
  • At least five years of experience with USAID programs and familiarity with USAID’s objectives, approaches and operations.
  • Ability to communicate governance skills and experience to others as a trainer, advisor and/or technical consultant; sensitivity to working in an advisory role with local organizations.
  • Working knowledge of the politics, economics, history and culture of Burma and/or the Southeast Asia region.
  • Strong written and oral communication and presentation skills.
  • Proven ability to manage diverse teams, including ability to motivate and manage staff.
  • Demonstrated experience working with USG funded projects and familiarity with USG donor regulations and processes.
  • Demonstrated financial management experience, including the development and administration of program budgets.
  • Ability to prepare, present and negotiate complex and sensitive agreements and/or project proposals with bilateral/multi-lateral agencies and other donors.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program goals.
  • Willingness to live and work in a challenging environment.
  • Willingness to live in Burma.

Primary Functions & Responsibilities

  • Serves as IRI’s senior representative in Burma, developing and maintaining relationships with all relevant stakeholders, including U.S. and foreign diplomats and donor agencies, host-country government representatives, and program partners.
  • Participates in the design of new programs and contributes to the development of new program ideas.
  • Oversees the implementation of all program activities ensuring consistency with grant workplans and objectives.
  • Establishes, maintains, and develops productive working relationship with relevant stakeholders, consultants, and IRI staff based in Burma and Washington, DC.
  • Monitors, analyzes and reports on political and related developments in Burma.
  • Oversees all operations related to the IRI field presence, and ensures compliance with local laws regarding IRI’s legal status in Burma and employment of local staff.
  • Hires and supervises local field staff, including professional development and evaluation process for these staff. Sets specific performance goals and provides ongoing performance feedback.
  • Mentors local staff in program development, finance, workplan development and presentation, reporting, monitoring and evaluation, business development and knowledge management.
  • Maintains an understanding of donor and IRI policies and procedures, including grant financial and compliance requirements.
  • Monitors and approves field office budgets and expenses, in collaboration with Washington, DC program staff and IRI’s regional project accountant, to ensure that expenditures remain within budget allocations.
  • Ensures adherence to monitoring and evaluation plans, including the monitoring of programs and evaluation and analysis of program results.
  • Provides information and contributes to sections of quarterly, semiannual, final and other relevant donor reports.
  • Anticipates, troubleshoots and resolves potential issues with creative and immediate solutions.
  • Leads business development efforts in coordination with Washington, DC staff, including identifying and seeking out potential new or additional sources of funding and developing new program ideas.
  • Actively supports IRI’s communication strategy, including branding and outreach plans.
  • Performs other duties as assigned.
