CARE seeks a Resilience and Sustainability Advisor (RSSA) for USAID/Haiti’s anticipated Resilience Food Security Activity (RFSA), focused on the provision of sustainable improvements to food security and resilience among poor and chronically vulnerable communities in Haiti’s Center, Northeast, South, and Grand Anse departments.
International relocation and allowances may be available for this position. Haitian and international candidates are encouraged to apply. This position is anticipated to be based in Port-au-Prince.
Reporting directly to the Chief of Party, the RSSA will provide strategic vision and leadership, and ensure accountability for promoting and achieving RFSA resilience and sustainability goals. The RSSA will also be responsible for establishing and managing systems to ensure resilience and sustainability and ensure that the technical RFSA sectors and support functions work together to create multiplier effects.
- Ensure that anticipated results of resilience and sustainability plans are delivered, including the development and achievement of resilience and sustainability metrics, phase out plans, exit strategies, etc.
- Advise the Chief of Party and technical sector leads on technical aspects and best practices in food and nutrition security, providing guidance to improve technical approaches in implementation.
- Build the capacity of the Chief of Party, other Key Personnel and technical sector leads to act as role models, incentivize and train field teams to understand, effectively implement and monitor interventions that increase both resilience and sustainability within their technical sectors.
- Serve as a specialist in resilience and sustainability and maintain a depth of understanding of local, departmental, and national policies and guidance related to resilience and sustainability.
- Promote appropriate integration, layering, and sequencing of technical interventions within the RFSA and USAID Mission investments to amplify sustained impact.
- Provide vision and leadership in fostering effective community engagement and development strategies and approaches and identifying local solutions that will ensure buy-in and ownership of the communities’ own development and contribute to the durability of RFSA investments after the completion of the program.
- Help maintain overall strategic coherence, coordination, including stakeholder engagement and communications with Haiti Mission teams, the international donor community, Government of Haiti (at the local, departmental, and national levels), the CLIO’s Resilience working group and other stakeholders.
- Together with the Strategic Learning Advisor, participate in technical networks, meetings and select technical working groups (CLIO’s resilience working group, FNS cluster), as appropriate, to represent the project and ensure collaboration on relevant technical work.
- Support the program quarterly newsletter CLIO newsletter with publications and write-up on the best practices and learning from the field in coordination with the Strategic Learning Advisor.
- Master’s or PhD in a relevant field, including agriculture, business administration, development studies, international relations, nutrition, public health or related field. Minimum of 7 years of progressively increasing management responsibility in international development projects, at least 5 years of which must be in country programs. Ten years of applicable experience can substitute for an advanced degree
- Demonstrated experience in participatory community governance, local advocacy, local capacity building, and/or management and use of grassroots level-generated data.
- Extensive experience in a broad spectrum of food security technical focus areas and possess extensive experience with capacity building and multi-stakeholder coordination.
- Experience implementing both development and emergency food security activities is an advantage.
- Previous experience in Haiti is required.
- Experience with commodity management is a plus.
- Previous experience on a Title II development program (DFSA or DFAP) is an advantage but not a requirement.
- Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion, and safeguarding (PSHEA) as evidenced in previous management positions and programming.
- Fluency in English and French is required. Fluency or proficiency in Creole is an advantage.
- Ability to travel within project areas as required (up to 30-50%) and as the security situation allows.
