Job Description

CRS has recently created a new Ethics Unit, with a mandate for the prevention and response to ethical violations of fraud, corruption and all forms of harassment, exploitation and abuse, including in the workplace. Working within the newly created unit, the Safeguarding Technical Advisor II will be a focal point of technical expertise in CRS and will provide technical support on both Safeguarding prevention programs and investigations of Safeguarding violations.

Roles and Key Responsibilities:
* Working under the supervision of the Director of Safeguarding, and working closely with the Ethics Unit training team, and global CRS subject matter experts (SMEs), co-lead on the design and implementation of a training and a capacity building plan for CRS staff and partners on Safeguarding;
* Lead/support in the delivery of targeted trainings for regional and country program staff and partners;
* Lead/co-lead safeguarding assessments with regional and country program teams and support in the development of action plans for strengthening prevention/response based on results;
* Support country programs in conducting partner assessments and in the development of safeguarding capacity building plans with partners;
* Support colleagues in Ethics Unit and in Country Programs on conducting investigations of safeguarding violations;
* Support Country Programs to develop additional in-county reporting mechanisms for staff and program participants that maximizes access to the most vulnerable and links up to the agency’s centralized reporting mechanisms.
* Support regions and CPs to develop capacity of designated safeguarding focal points;
* Contribute to the development of internal and external reports on CRS’ overall safeguarding efforts and case statistics/analytics.
* In coordination with Safeguarding Director and Safeguarding STA, continually monitor safeguarding strategy roll-out, ensuring that safeguarding policies, reporting mechanisms and complaint handling procedures are adequate, clearly communicated, understood and accessible to all.
* Through coordinated efforts with the Director of Safeguarding, Safeguarding STA and SWG members, contribute to an external network with relevant communities of practice including donors, partners, and sector-specific advocacy groups, actively participating in external forums, and closely tracking trends related to safeguarding.

Requirements:
* Master’s degree in relevant field.
* 5+ years of relevant, international experience (safeguarding, protection) in an advisory or management role with progressive responsibilities. NGO experience preferred.
* Experience implementing safeguarding policies and practices related to staff and/or partners.
* Experience in conducting objective investigations of staff misconduct.
* Provide oversight and direction to staff by using effective interpersonal and communication skills; influence others both within and outside of functional areas of responsibility.
* Extensive experience creating and rolling out culturally sensitive training and capacity-building programs, materials, and communications.
* Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
* Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.

Required Languages – English reqiuired. Second language preferred: French, Spanish, Arabic.

Travel – anticipated travel 30-50%.
