This position will report to the Corporate Vice President of Health and Safety and will assist Tetra Tech’s leadership in fulfilling their responsibility to comply with Tetra Tech’s Duty of Care (DoC) standards, applicable to all operating units (OU) that implement international services projects.

The initial priority of this position is to lead an assessment and, based on findings, develop and implement plans for multiple OUs to achieve compliance with the DoC standards. As progress is made towards achieving compliance with the standards, the responsibilities of the position will transition to more day to day needs aimed at maintaining compliance with the standards by carrying out the specific corporate and OU-specific level responsibilities.

At the corporate level, this position will assist the Vice President of Health and Safety to oversee the application of the DoC program company wide. This will include facilitating the sharing of resources and best practices across OUs to mitigate risks and respond to emergencies encountered in new business and project implementation initiatives.

Responsibilities:

Operating Unit Level Responsibilities

  • Lead an assessment of the current security situation of each OU and, based upon findings, develop and implement recommendations and a tailored work plan for each institution to ensure compliance with DoC standards.
  • Serve on each OUs Emergency Response Committee, train members, and play a lead role in managing responses to emergencies requiring home office assistance, including medical emergencies, natural disasters, terrorist attacks, political and civil unrest, etc.
  • Brief new home office staff on the Tetra Tech DoC standards and related policies and procedures.
  • Conduct desk top risk assessments for proposals to inform bid go/no go decision makers of associated risks, and ensure adequate resources are budgeted to mitigate risks upon winning new projects.
  • Prepare security plans for proposals when required by RFPs.
  • Support project teams perform in depth risk assessments and tailor security manuals to the operational challenges and risks associated with their projects.
  • Review and approve safety and security assessments of project offices, residences, and other project facilities.
  • Manage technical interface with private security contractors, and develop statements of work and evaluation criteria for selection of security contractors in countries where the security assessment indicates that a security contractor is warranted (high and extreme risk).
  • Provide pre-travel briefings to staff traveling to high and extreme risk locations.
  • Facilitate relevant safety and security trainings for home office and field staff.
  • Conduct on-site project level DoC compliance reviews and provide capacity building to address any identified weaknesses.
  • Perform related tasks as needed to ensure compliance with the DoC standards.

Corporate Level Responsibilities

  • Monitor and analyze global events via multiple sources (OSAC, ISOS, Online Security forums, etc.) that may affect operations globally and share pertinent information and guidance with Corporate and OUs.
  • Provide training and facilitates drills to OUs’ Emergency Response Committees to ensure preparedness to respond to emergencies.
  • Assume leading role in coordinating responses to emergency incidents that affect multiple OUs in any given country or region.
  • Support post-incident analysis to determine mitigation strategies to reduce future incident frequency and impact.
  • Serve as a representative of the International Health, Safety and Security (IHSS) working group, performing the duties as outlined in the IHSS Charter and contributing to work plan priorities.
  • Work closely with dedicated security personnel from other OUs to maximize the sharing of resources and best practices.
  • Coordinate security efforts with other Tetra Tech staff care programs and provide advice as needed.

Qualifications:

  • Master’s degree and at least 5 years of relevant experience, or a Bachelor’s degree and at least 8 years of relevant experience.
  • Substantial experience within the international development industry, including experience in post conflict and high-risk environments.
  • Experience designing and implementing security programs and protocols on a global scale.
  • Experience facilitating safety and security trainings, training certifications in First Aid / CPR, HEAT, etc. preferred.
  • Interpersonal, management and leadership skills as well as being able to work collaboratively as a member of a multi-cultural and geographically diverse team.
  • Willingness and ability to travel up to 35% of time within the United States and internationally including to conflict zones and disaster areas with little notice.
  • Geographic area experience in at least one of the following areas: Latin America, Africa, Asia, Middle East.
  • Excellent verbal and written skills.
  • Strong analytical skills.
  • Language skills beyond English not required, but desirable.
