DRC Environmental Policy

USAID/DRC is planning to release an RFP for a 5-year project that will support capacity building and environmental policy with the GDRC in the following areas: harmonization of environmental laws, policies, and regulations within different ministries; harmonization of GDRC environmental laws and regulations with international standards; capacity building of ministry staff in developing, implementing, and enforcing environmental policies and regulations; and raise citizen awareness of environmental issues at the local level and their rights and responsibilities in ensuring the enforcement of them.

ICF is currently seeking expressions of interest from qualified experts to fill the following positions: Chief of Party (CoP), Deputy Chief of Party (DCoP), Biodiversity Expert, Legal and Environment Expert, and Training and Facilitation Expert. A Masters degree or greater is required for all positions below.

Qualifications

  • Chief of Party
    • Environmental protection experience
    • Leadership and administrative management
    • Able to work with government officials
    • Legal issues (law background) experience
      • Policy formation and implementation
    • Responsible for overseeing activities, integrating lessons learned, forging relationships, and liaising and reporting to USAID
    • Experience with strategic planning, management, supervision, and budgeting
    • Fluent in French
      • Preferred DRC national
  • Deputy Chief of Party
    • Strong familiarity to environmental policy and capacity support in DRC
    • Experience with administrative and financial management
    • Environmental protection experience
    • Able to work with government officials
    • Legal issues (law background) experience
    • Experience with strategic planning, management, supervision, and budgeting
    • Fluent in French
      • Preferred DRC national
  • Biodiversity Expert
    • Experience in forest management, protected area conservation, wildlife conservation and ecosystem management
    • Work experience with international and local government
    • Fluent in French
  • Legal and Environment Expert
    • Relevant legal, legislative and international experience working on environmental or broader public health issues
    • Knowledge of and experience in using legal analysis to advance policy change objectives in global settings
    • Excellent analytical skills and legal writing and research ability
    • Fluent in French
  • Training and Facilitation Expert
    • Experience in training and capacity building
      • Preferred with a focus on legal, policy, procedural, and institutional reforms to achieve development gains
    • Fluent in French
