Job Description

Duties
  • Incumbent will develop Monitoring, Evaluation, Learning (MEL) plans for high level strategies; and use robust social science methodologies to translate data into useable evidence for decision-making at a Senior level in government
  • Develop models and theories of change, conduct situational and root cause analyses, develop metrics at the program and strategic level, design/analyze data to conduct learning and set policies.
  • Lead interagency MEL efforts and provide advice to Office, Bureau, and Mission staff on a variety of issues related to evidence building; plan and implement high priority interagency initiatives (e.g. Global Fragility Act).
  • Project and process high-profile multi-year interagency initiatives.
  • Ensure that the evidence produced through Monitoring, Evaluation, Research, Learning (MERL) efforts inform policy, strategy and resource decisions that affect multi-year initiatives.
  • Perform liaison activities to incorporate evidence and performance information into efforts such as regular strategic reviews at the mission/bureau/agency level, the annual budget formulation, responding to Congressional and OMB inquiries

  • Must be able to obtain and maintain a Top Secret clearance.
  • Males born after 12/31/1959, must be registered with the Selective Service.

Specialized Experience:GS-15: You MUST have one year of specialized experience that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: a) in-depth experience in robust social science methodology; b) experience in interpreting and analyzing data and recommending policy and procedures to interagency policy makers and with analytical techniques and methodology to create and sustain strategic-level performance metrics and dashboards; c) experience in coordinating with senior managers to perform research and conduct analysis to inform policy as well as resource decisions with supporting justification to defend requirements; d) experience with qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on interagency foreign assistance programs, budget decisions, Congressional requirements, statutory regulations, and procedures; AND e) experience providing program support and guidance to senior officials concerning organizational activities and/or management processes.
