Position Overview
CRS seeks a Senior Advisor for Monitoring and Evaluation and Learning for a 5-year global seed systems support program who will focus on learning and agenda research and capacity for technical assistance in monitoring and evaluation. S/he will support a consortium of partners, contributing to the development and assessments of improved policies, methods, tools and interventions that will upgrade the resilience, formal and informal seed systems in at least 10 countries. The successful candidate will provide leadership and guidance to harmonize methods, metrics and information sharing. S/he will ensure that the S3A program complies with the agency’s monitoring, evaluation, accountability, and learning (MEAL) standards[1].The candidate will also lead efforts to design, conduct, evaluate, and/or use results from operational research and/or monitoring activities in support of the S3A program’s objectives.

Specific Responsibilities:

Monitoring, Evaluation, Accountability and Learning
* Provide technical assistance in monitoring and evaluation to country level staff and partners
* Design and implement annual MEAL work plans that support the overall project strategy.
* Oversee donor reporting processes and ensure compliance with donor MEAL requirements
* Develop and oversee implementation of learning agenda research
* Oversee beneficiary accountability systems and feedback mechanisms
* Leverage ICT4D to streamline data collection, analysis and reporting
* Review baseline, midterm review and final evaluation TORs, and assist with project evaluations or other assessments, including rapid or in depth sectoral assessments, in new or existing project areas as needed.
* Convene technical staff on regular basis to review monitoring data and make course corrections as appropriate
* Use innovative approaches such as Collaborating, Learning, and Adapting (CLA), evaluative thinking and SenseMaker to promote participatory learning during program implementation
* Document project results and impacts in various forms, including media stories, lessons learned, case studies, client satisfaction, etc.
* Any other MEAL and Knowledge Management related tasks assigned by the Chief of Party.

Key Working Relationships:
* Internal: S3A Project team; Operational Excellence Department; Program Impact & Quality Assurance (PIQA) Department; Country S3A MEAL personnel, CRS MEAL Advisor community of practice.
* External: Consortium MEAL personnel.

Professional Qualifications:
* Master’s degree or Equivalent in agriculture, agriculture economics, plant breeding, ecology or related field
* At least 5-10 years of experience in monitoring, evaluation and research inclusive of each of the following:
* Experience in designing and implementing monitoring and evaluation systems in low income and resource constrained settings
* Experience in gender inclusive, gender sensitive project design and implementation
* Experience in training implementers and/or policy makers
* Experience in data analysis
* Experience with participatory MEAL systems
* Familiarity with beneficiary accountability mechanisms
* Experience using ICT4D for data collection
* Ability to transfer knowledge through formal and informal training
* Supervisory experience and management and team building skills
* Fluency in English (written and spoken). Professional working knowledge of French or Spanish preferred.
