The International Programs Department (IPD) is based in our New York headquarters and oversees all of the programs undertaken by the agency outside the United States.
Job Overview/Summary: The Senior Advisor, Internal Controls, leads IPD’s efforts to ensure a coherent, focused and effective program of continued improvement of internal control and oversight mechanisms and practices. S/he will spearhead efforts to identify and support follow up to control weaknesses, non-compliance and material risks found in internal audits and ECU investigations, in coordination with ECU Director of AntiFraud Program. S/he will identify patterns of concerns and work with operation departments and the Ethics and Compliance Unit to ensure that these inform the content and focus of organizational training programs and capacity building efforts. The primary focus will be on the oversight of corrective and remedial actions globally for overall compliance and for the implementation of new policies and procedures as appropriate to identify and manage risks and strengthen controls across field operations. Reporting to the Vice-President for International Operations, and based in New York, the Senior Advisor, Internal Controls will work in close coordination with relevant IRC offices (ECU, General Counsel, Internal Audit, Awards Management Unit, Finance, Supply Chain), and with IPD’s regional and country directors.
Strengthen Operating environment:
* Lead on the development and implementation of new tools and standards, in collaboration with other operations departments that support country programs overseas to stay ahead of new compliance regulations and best practices around controls.
* Advise and support regional and country teams to develop and implement effective corrective and remedial action plans in response to ECU investigation findings, Internal Audit reports, and as needed other relevant sources (monitoring visits of other HQ staff, external audits etc), in coordination with ECU’s Director of Anti-Fraud Program, the audit team and relevant colleagues.
* Monitor corrective and remedial actions globally in response to ECU and audit findings, progress on action plans, report on implementation and advise on solutions and problems as they arise.
* Work with HQ departments, in particular audit, ECU, finance and supply chain, to develop new tools and to ensure that corrective actions are incorporated into long term planning as needed, including for the deployment of personnel.
* Where identified weaknesses relate to organization-wide policies and procedures, coordinate with other departments to revise policies and tools as needed.
* Deploy to country programs to assess and strengthen operations as needed.
Risk management & due diligence:
* Ensure that HQ processes and documents developed to strengthen organizational risk management are understood and implemented globally and supported as needed.
* In collaboration with field and ECU Director of Anti-Fraud Program, support the response to major risk assessments or due diligence exercises conducted internally or commissioned by the IRC’s donors.
* Based on analysis of controls, make recommendations for areas of focus of risk assessment or due diligence exercises. Act as a primary point of contact for ECU in rolling out the enterprise risk management framework and practices to IPD field.
* Act as IPD focal point for coordinating control and compliance-related training, working closely with other departments and the field.
* Assist ECU by identifying and recommending critical training needs for stand-alone targeted trainings, or through integration into mainstreamed opportunities. Advise on the opportunities to strengthen the effectiveness of existing training efforts.
* Maintain visibility into IPD-wide training plans on compliance and controls, and track implementation. Support the coordination of specific training exercises as needed.
* Serve as IPD liaison to IRC Way Day organization efforts.
* Collaborate with ECU and Country Programs to introduce and implement a risk register across the organization.

Other Internal and/or external contacts: The Senior Advisor will work closely and collaboratively with HQ operations departments to strengthen controls across country programs.
Internal: Colleagues in Supply Chain, Ethics and Compliance, Audit, Finance as well as field staff in regional roles and in country programs.
* Field experience in INGO in multicultural contexts
* Five or more years experience in international development with emphasis on internal controls.
* Degree in international development, finance or related field.
* Experience building or monitoring systems and processes.
* Strong analytical skills.
* Excellent communication skills, both written and oral.
* Ability to juggle multiple tasks and objectives at once.
* Team player with excellent interpersonal skills.
* French or Arabic highly desired.
Standard work environment.
Able to travel up to 35% of time.
