Salary Range: $134,789-$164,200

Bureau Description:
The Bureau for Africa (AFR) is the USAID/Washington Operating Unit charged with managing USAID economic development programs in Africa. The Office of Sustainable Development (SD) has the responsibility of providing technical support for these programs.

The Prosper Africa Executive Secretariat (PAES), supported by USAID, and housed in and logistically and administratively supported by AFR/SD, coordinates, convenes, facilitates, and advises 16 agencies and departments (i.e., the interagency members) through working groups as the agencies endeavor individually and collectively toward meeting the Prosper Africa goal. The Prosper Africa initiative is a whole-of-U.S. Government effort to substantially increase trade and investment in the United States and African nations. The initiative aims to improve the U.S. Government’s ability to encourage and facilitate engagement by U.S. businesses in Africa, accelerate African economic competitiveness and the growth of the continent’s middle class, and improve the business environment in promising African economies.

To achieve these objectives, the Prosper Africa initiative will prioritize and align actions along three lines of effort:
(1) modernize and synchronize USG capa
bilities and efforts,
(2) facilitate transactions, and
(3) foster fair and accessible business climates and robust financial markets (i.e., policy and enabling environment).

Description of Position:
The Senior Advisor for the Policy and Enabling Environment Line of Effort (LoE) provides leadership, technical expertise and advisory, facilitation, consultation, and coordination services to the Prosper Africa Interagency Coordinator (Coordinator), Washington and Africa-based deal teams, and the 16 Prosper Africa Interagency members and the interagency member working groups focused on the trade and investment policy and enabling environment in the United States and African nations.

Key responsibilities of the position include convening, coordinating, facilitating, and advising Prosper Africa interagency members in the development and implementation of the Policy/Enabling Environment LoE and related planning, communication and other materials to ensure a collaborative and unified approach; representing the PAES, liaising with interagency member leadership and staff, private sector officials in the United States and Africa, and others to facilitate the development of, summarize and convey positions and feedback on, and synthesize interagency input on proposals and recommendations; reconciling different opinions and harmonizing input and feedback offered by interagency members to achieve consensus and ensure a unified voice in comprehensive strategy and related documents; ensuring that responses to inquiries or issues related to USG Prosper Africa LoE and related functions and activities are comprehensive (i.e., represent the whole-of-government effort and reflect the broad Prosper Africa goal) and receive timely attention.



The incumbent must have one year of specialized experience at a level of difficulty and responsibility equivalent to the FSL-02 level in the federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. U.S. citizenship required with the ability to obtain a secret clearance.
