Position Summary:

The Communications, Evidence, and Learning (CEL) project is designed to assist USAID’s Land & Urban office in meeting its objectives to create, expand, disseminate, and support the application of evidence-based knowledge in two fields: land tenure, property rights, and resource governance; and urban development, urban-based programming, and sustainable cities. CEL is also supporting USAID’s Local Sustainability office. The CEL project will support USAID staff, and the broader development community in the fields of communications, training, knowledge management, learning, as well as research and evaluation related to key issues of land rights, urban services, and local sustainability.

The Senior Communications Specialist provides technical leadership and management oversight for all strategic communications and knowledge management activities under CEL. S/he will be responsible for implementing and carrying out communications and knowledge management related assignments independently, while collaborating with various parties. They will work in conjunction with clients, implementing partners, and USAID missions to develop and implement innovative, creative, and effective ways to strategically capture and communicate Land, Urban, and Local Sustainability updates and technical knowledge, leverage good practices, and gather lessons learned – especially from mission programs. The goal will be to improve the impact of USAID’s Land & Urban Office and Local Sustainability Office. The Senior Communications Specialist will report to the Chief of Party and will work closely with the Operations Manager, as well as with other CEL staff members and team partners depending on the integrative nature of the communication products. The individual will be based out of Training Resources Group Headquarters in Arlington, VA but may spend time at USAID’s Ronald Reagan Building in Washington, DC.

Communication activities will include the production of fact sheets, case studies, success stories, and other communication and outreach materials, conference support, and website content curation and management. Resources will be produced and distributed via a range of media (e.g., print, web, social media), and may require quick-turn-around activities or products.

Primary Role and Responsibilities:

  • Manage all communication and outreach activities under CEL, working closely with a team of internal staff and external consultants to provide strategic direction for publications and launch events.
  • Advise and help conceptualize communication and outreach events (launch events, outreach efforts, communication strategies).
  • Coordinate, oversee and review the development of communication products (i.e., fact sheets, case studies, success stories, reports and other publications).
  • Manage client relations with USAID and coordinate closely with Chief of Party and Operations Manager.
  • Manage agreed upon budgets for each communication activity.
  • Attend weekly CEL staff meetings.
  • Provide strategic communications input in other task areas and project-wide conceptual conversations.

Qualifications, Abilities, and Education Requirements:

  • Bachelor’s degree in communications, journalism, public policy, or related field.
  • A minimum of 10-15 years of experience in a professional, strategic communications and messaging role.
  • At least 7 years of demonstrated expertise in strategic communications, public advocacy, and behavior change, particularly in relation to international development.
  • Excellent writing, editing, research and verbal communication skills.
  • Experience with web communications (web sites, blogs, social media, etc.)
  • Demonstrated expertise in knowledge management, curation, and evidence aggregation.
  • At least five years of management and supervisory experience related to communications activities and campaigns, including development of excellent collaborative working relationships with partners and other stakeholders.
  • Excellent project management and organizational skills.
  • Ability to work effectively both individually and as a member of a team.
  • Ability to coordinate multiple projects simultaneously, work well under pressure and meet deadlines.
  • Excellent interpersonal skills.

Preferred Skills and Experience:

  • Master’s degree in related field.
  • Technical knowledge of subject matter (e.g. land tenure, gender, urbanization, and locally-led development).
  • Familiarity with writing styles and approval processes in a large organization.
  • Experience working with USAID D.C.-based offices and missions, and other related international organizations.
  • International and/or development experience.
