Terms of Reference

Title:

Senior Consultant – Global Compensation and Benefits

Duration of Assignment: January 1 2020 or ASAP – March 2020 - Applications accepted until December 31 2019.

Assignment Summary: Develop and implementation of global salary administration and employee benefits programs for 30 countries to position the organization and ensure internal equity. Deliver a policy and data tables on calculating labor pricing for a range of global activities including employees on international assignments, national staff, and potential technical specialists and consultants.

Activities: Specific tasks to be carried out during this assignment are as follows:

  1. Review salary surveys and analysis for the organization’s salary structure to update and enhance existing salary bands and grades
  2. Overhaul international salary structures for each Winrock project country
  3. Create clear policies and standards on country salary scale and structure
  4. Work on communication plan and outreach plan

Scope:

  • Lead and develop a competitive and global Total Rewards Program which contributes to desired employee attraction and retention.  Ensure practices are perceived as fair and equitable, meet regulatory compliance requirements, and aligned with Winrock’s mission and operating and funding contexts. Monitor and evaluate and deliver regular reporting and opportunities for improvement.
  • Oversee development and implementation of global salary administration and employee benefits programs in more than 30 countries to competitively position the organization, ensure internal equity, and offer agility for multiple operating and funding environments.
  • Lead efforts to streamline and enhance global mobility policies and practices. Develop and implement operational and administrative policies, procedures, and practices along with collateral materials for internal and external audiences.
  • Deliver timely and comprehensive labor pricing for a range of global activities including employees on international assignments, national staff, and potential technical specialists and consultants.
  • Conducts job analysis for positions to ensure appropriate compensation levels are established and maintained. Reviews requests for new or revised classifications. As needed, review FLSA exemption status, document review and recommendations.
  • Engage and align with New Business and project leadership throughout to build context and continuity.

Major Responsibilities:

  • Deliver timely and comprehensive labor pricing for a range of global activities including employees on international assignments, national staff, and potential technical specialists and consultants.
  • Serve as an innovator, strategic contributor, problem-solver, and advisor for Total Rewards, Human Capital team, and the organization. Perform other duties as assigned.

Required qualifications:

  • Bachelor’s degree and 10 years of progressive compensation or Total Rewards experience with a minimum of 3 years in a team leader or manager role or equivalent education and experience.
  • Strong collaborator with effective interpersonal and analytical skills who can work seamlessly across countries, cultures, and organizational units required
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high volume environment and on deadline; aptitude for problem solving and decision making needed

Deliverables:

  1. Market based, competitive salary structures for global projects.
  2. Analysis of pay gaps between current projects and new salary structures.
  3. Project plan and communication plan for past and current projects’ migration to new salary scales.
  4. Comprehensive global Total Rewards policies, standards, and guidance for global projects.
