Summary:

Senior Development Outreach and Communications Provide support for development outreach and communication (DOC), including support in developing and implementing comprehensive DOC strategies; developing and preparing effective outreach and communications materials using a range of multimedia approaches (including, but not limited to, social media, video, infographics, use of web-based platforms, fact sheets, success stories etc.); speech writing; event planning and execution; translation and interpretation services; compilation of USAID press clips; drafting of press releases, press Q&As, media advisories, and other press documents with USAID or Embassy guidance for review and approval; provision of outreach training for implementing partners; coordinating content for website and other public communications, including by liaising with relevant points of contact at USAID and the Embassy Public Affairs Section; and editing and formatting documents as requested.

Communication Specialist Produces high-quality print and electronic materials for various audiences, such as USAID fact sheets, draft press releases, USAID website materials, USAID briefers and brochures; manages social media and other electronic media materials development and posting with content approved by the relevant Mission/Office; and coordinates preparation of a wide range of events, trips, reports, briefings, presentations, memos, publications, and other related methods of communication. Expert in synthesizing complex technical issues and subjects for presentation to diverse stakeholders and audiences. Expert in supporting outreach and communications efforts, including direct experience with drafting press releases, fact sheets, or similar types of written products. Experience with managing social media. The Communication Specialist provides expert advice to the USAID Mission Director and senior staff on all communication and outreach efforts.

POSITION DESCRIPTION:

The Senior Development Outreach and Communications (SDOC) Specialist will support the USAID/Iraq Program Office. The SDOC reports to the Supervisory Program Officer but will have extensive interaction with the Mission Director and other senior and interagency staff. S/he maintains regular contact and collaborates with the U.S. Embassy Public Affairs Section (PAS) to coordinate public dissemination of USAID public activities and projects. S/he also serves as principal liaison with LPA and the Middle East Bureau Outreach Team.

The incumbent oversees and coordinates all outreach and communication activities in support of USAID/Iraq’s communication strategy. USAID creates several types and forms of informational documentation on its activities and utilizes several social media platforms to inform and educate the public on the efforts to help improve the lives of Iraqi citizens. This position is critical to maintaining and ensuring that the information that USAID develops is posted accurately and appropriately.

DUTIES AND RESPONSIBILITIES:

Provide coverage of DOC activities (50%): The candidate will provide coverage as the sole DOC at USAID/Iraq for a significant portion the TDY period. Typical duties include:

· Serve as the main POC between USAID and the State Department on communications matters, especially with Public Affairs and the USAID and Embassy Front Offices, other interagency representatives, as well as with BHA and OTI counterparts in-country.

· Assist technical team members on event planning and execution.

· Update key public materials, including Fact Sheets.

· Provide guidance to AOR/CORs on branding and marking regulations and requirements.

· Support technical staff in producing outreach materials.

· Act as the main communications POC for DC-based working groups.

· Assist in content creation for social and traditional media, USG, and public audiences.

· Manages the clearance process for social media posts, Facebook, Twitter, Instagram, YouTube, and other appropriate social media platforms, on USAID programs and public outreach events.

· Prepares weekly Facebook update reports. In addition, prepares monthly reports of top performing posts organized by implementing partners.

· Responsible for updating USAID/Iraq fact sheets and other briefing materials and ensures they are organized and posted appropriately.

· Identifies outdated material and works with the DOC and Web teams to ensure USAID’s website, pages and structures function properly. Coordinates with the Webmaster and/or the Information Technology team when issues are encountered.

· Organizes and provides technical support for virtual meetings, web chats, webinars, online discussions, and other virtual events.

· Maintains the calendar for tracking of USAID social media posts and outreach events.

· Organizes photo opportunities at events and ensures photos and content are organized in the appropriate folders and accessible to all relevant team members.

· Prepares the monthly DVIDS submissions. THE DVIDS is the online platform used by USAID to store and share photos with the public.

· Supports the DOC and the Program Office as needed.

DOC training capacity building for Mission staff (20%): The candidate must be able to provide formal DOC training and capacity building training to USAID Mission staff, including a mission-wide training and a more specialized training for Program Office staff, tailored to the unique aspects of Iraq’s non permissive environment.

DOC training capacity building for implementing partner staff (20%): The candidate must be able to provide training and capacity building on communications, best practices, coordination, and event planning for USAID/Iraq Implementing Partner staff, tailored to the unique aspects of Iraq’s non-permissive environment.

Review/improve DOC processes, systems, and products (10%): Provide suggestions to the Mission to improve DOC-related processes, systems, and products for Mission implementation, and best practices on how to streamline coordination between program office, technical office, and implementing partner staff.

EDUCATION, REQUIREMENTS, AND MINIMUM QUALIFICATIONS

· We are looking for experienced personnel to hire for short-term or long-term periods in the US or MENA region. Some positions are on-site, and others are remotely.

· The Senior Development Outreach and Communications (SDOC) Specialist position is open for U.S. citizen capable of being granted and maintaining a U.S. Government security clearance at the “secret” level and for non-U.S. citizen’s facility access.

· The incumbent must be willing and able to travel to the MENA region as needed for his/her position. Professional experience working in the MENA region or demonstrated ability to quickly grasp and learn a new region. The job requires TDY Trips 3 per year – two weeks each trip.

· The selected incumbent for this position will demonstrate clear evidence of knowledge of relevant technical and regional area.

Education:

· The candidate should possess a bachelor’s degree in communications, public relations, political science, international relations, public policy, or a related field. Previous DOC experience is required (at least two years), Middle East regional experience preferred. Candidate should be within plus or minus 2 hours of Iraq time zone.

· Three to five years of experience supporting communications and/or public relations, including knowledge of and experience with social media tools and strategies.

· Visual design experience, including creating or contributing to print and web design products.

· Ability to work in a small office with other staff members on multiple, simultaneous projects.

· Experience with graphic design and editing programs such as Adobe Illustrator, Photoshop, and InDesign.

· Front-end web design or web development skills, including use of HTML/CSS and JavaScript, preferred.

· Previous work with the USG or another international development organization as well as experience in the region is desirable.

· Must have ability in the use of most elements of desktop and cloud-based office productivity software (e.g., word processors, spreadsheets, and presentations) is required.

· Must have excellent oral and written communications skills.

· Must have very good computer skills, including the use of MS Office, MS PowerPoint, and Word are required.

Language Proficiency: Fluent English (Level IV) reading, speaking, and writing ability is required. Arabic and French Languages would be an added asset.
