Overview: IBTCI is seeking an experienced and motivated Senior Director, Technical Services and Growth, for its Global Health (GH) practice area. While this position will include some project-specific quality control tasks, this Senior Director position will focus primarily on technical direction in business development initiatives. The array of technical topics GH covers include but are not limited to: HIV/AIDS and other infectious diseases including malaria and tuberculosis; maternal, neonatal and child health; reproductive health and family planning; health systems strengthening; WASH; and nutrition. The GH portfolio includes several studies focused on social and behavior change.

The Senior Director is responsible for a significant level of business development activities, primarily within the Practice/ Company but also ranging into cross-practice initiatives.

This position will be based in our Headquarters in Vienna, Virginia. Practice assignment could change based on market demand and company discretion.


Essential Duties/Tasks and Responsibilities

Technical Responsibilities:

In collaboration with the Vice President, Technical Services or designee(s), provide thought leadership in technical inputs and training activities, including:

  • Review, amend, and author technical reports in order to ensure top quality deliverables.
  • Provide qualitative and/or quantitative analysis in support of ongoing studies as needed.
  • Lead or participate in the design of performance management systems, health management information systems (HMIS), research and evaluation study designs, conceptual models, analytical frameworks, methodologies including sampling strategies, and other components of research protocols.
  • Development of learning tools and methods.
  • Provide MERL and training and other specialized services as required.

Business Development Responsibilities:

In consultation with the Vice President, Technical Services or his/her designee(s) responsible to:

  • Lead business development initiatives within the Global Health (GH) practice area, and in particular technical guidance and inputs to these initiatives.
  • Manage proactive business development and marketing initiatives, including but not limited to identification, initiation and follow-through on new opportunities.
  • Serve as the capture lead, technical writer, technical lead or technical reviewer of expressions of interests, concept notes and technical proposals.
  • Both proactive, and responsive roles, e.g., bid/no-bid vetting, proposal development, proposal writing, teaming, and recruitment of key personnel/professional staff, to include all support activities through to timely submission of high quality corporate offers. This contribution should produce well-coordinated and compelling proposals, which not only address stated needs, but also clearly articulate fundamental challenges and the risk mitigation strategies, and innovation opportunities.
  • Co-development of, and follow-through with, practice strategic and business plans for GH.
  • Contribute to cross-practice or new market bids.
  • Author white papers, reports, briefs and/or manuscripts for peer-reviewed publications to promote IBTCI intellectual prowess in its product and services.

Business Growth Responsibilities:

  • Drive company growth initiatives to meet and exceed business goals and objectives.
  • Maximize business in current service and client base and develop/ grow business within new services and clients.
  • Recommend strategies for improvements based on market research and competitor analyses.
  • Lead/ Participate in developing and implementing the strategic plan for the Global Health practice.
  • Lead the development, communication and implementation of effective growth strategies and processes.
  • Collaborate with VP of Technical Services and the executive management team to develop and implement plans for the operational and programmatic infrastructure of systems, processes, technical protocols and standards, and personnel in order to accommodate the growth objectives of the company.

Additional Duties/Tasks and Responsibilities:

  • Serve as interim Project Manager or Quality Control Officer on projects.
  • Represent IBTCI and present papers and project results in industry conferences and workshops.
  • Provide in-house training to home and field staff on MERL methodologies or sector-related subject matter.
  • Stay informed on industry market trends, best practices and state-of-the-art developments, and share with IBTCI management and staff to ensure that the firm remains in the forefront of MERL and, GH issues in international development.
  • Attend corporate meetings and contribute to company strategic and business plans as needed.
  • Travel is essential, and may include travel to fragile and conflict-affected areas. An average of 25% to 35% travel for IBTCI initiatives. (Percentages may vary depending on portfolio of projects and IBTCI practice needs).
  • Other duties/tasks as assigned.

Minimum Requirements

  • Progressively senior management positions including:
  • Eight (8) Years of experience in monitoring, evaluation,, research, and learning, (MERL)
  • Ten (10) years of developing and securing business, including five (5) years from senior home office / headquarters position at a firm specializing in international development.
  • Fifteen (15) years of work experience within GH related sectors, preferably in foreign assistance programs.
  • Strong English communication skills (oral and written) required.
  • Oral and written fluency in the English required; a working competence in another language, in particular French is highly desired.

Preferred Knowledge, Skills and Abilities

  • Experience designing, implementing and managing monitoring, evaluation, research and learning projects for international development clients, and especially for USAID and the Millennium Challenge Corporation (MCC). Expertise with DFID and/or The Global Fund, highly desired, but not required.
  • In-depth expertise in at least two of the MERL-related activities such as evaluation study design including surveys, sampling, qualitative and quantitative analysis, instrument design, field survey management, and lead authorship of technical reports.
  • Technical expertise infectious diseases with a background in epidemiology highly desired but not required. Expertise in malaria and/or TB and added plus;
  • Experience in health information systems including DHIS is highly desired, but not required.
  • Background in social and behavior change an added plus but not required
  • Technical background in health financing desired but not required.
  • Proven ability to lead technical presentations at international conferences, workshops, and symposia.
  • A history of peer-reviewed publications highly desired, but not required.
  • Experience in all aspects of the business proposal process: capture strategy management, teaming/partnering, research, recruitment, writing, red-teaming, costing.
  • Demonstrable results oriented, flexible and problem solving skills.
  • Familiarity with the development consulting and NGO community and its actors.
  • Overseas experience working in international development.
  • Demonstrable results oriented, flexible and problem solving skills.

Education: Master’s degree or the equivalent advanced degree in Public Health, International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration, Epidemiology, Statistics/Social Research or related field required.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position may have supervisory responsibilities.

Travel: Travel is required, and may include travel to fragile and conflict-affected areas. Up to an average of 25% to 35% travel for IBTCI initiatives. (Percentages may vary depending on portfolio of projects and IBTCI practice needs).
