Senior Evaluation Expert, OTI Niger Mid-Term Evaluation, Niger

Project Objective:

USAID/OTI implements small-scale, cross-sectoral projects with local partners including civil society organizations, local governments, and community members. OTI has contracted Social Impact to evaluate its programming in Niger. The anticipated period of performance will be from June-September 2018 with fieldwork data collection occurring in Niger from late June-early August 2018.

Position Description:

SI is seeking a Senior Evaluation Expert who has research and evaluation experience in complex security or transition environments, with special attention toward the security and political dynamics in the Lake Chad and Sahel regions. He/she must have previous experience conducting evaluations focused on countering violent extremism (CVE). The anticipated LOE for this position is about 60 days.

Responsibilities:

  • Participate in pre-deployment OTI orientation
  • Facilitate interviews and focus group discussions in French without the aid of a translator
  • Ensure the evaluation design is rigorous and sensitive to Niger context
  • Assist in drafting the final evaluation report
  • Lead briefings with relevant stakeholders

Qualifications:

  • Knowledge of the Lake Chad and Sahel regions
  • Knowledge of OTI-type programming
  • Prior experience related to counter and preventing violent extremism
  • Experience with different ethnic sensitivities in Niger
  • Comfortable traveling to areas with limited security measures
  • Excellent communication skills
  • Fluent or very advanced French is required
  • Strong English writing, reading, and speaking skills is required
  • Regional National (Nigeria or other neighboring countries) strongly preferred
