Assignment Title: Senior Evaluation Team Leader, Mali
Technical Point of Contact: Program Director
Perform a mid-term performance evaluation to assess the relevance and effectiveness of activities implemented under USAID’s Selective Integrated Reading Activity (SIRA) Project. The mid-term evaluation of SIRA will investigate questions in three broad categories: 1) implementation progress, 2) project management, 3) lessons learned and the sustainability of results. Note that the questions below are illustrative and will need to be further developed in collaboration with USAID prior to the finalization of the evaluation design. Field work for this evaluation is expected to be conducted in June or July of 2019. This position is contingent upon award by USAID/Mali.
Tasks could include, but not be limited to:
Scope of Work:
- Leading a team of at minimum six (6) professionals in designing evaluation and conducting field research to answer the following questions, which includes but is not limited to:
- To what extent has the Activity made progress in achieving its intended objectives and results and what have been the factors facilitating or impeding the achievement of these results
- What has been the contribution of SIRA implementation approaches to the achievement of SIRA results? Which approaches are making a difference and why? Which ones are not working and need to be changed?
- What are the prospects for sustainability of SIRA at mid-implementation? Which approaches are showing positive results in terms of promoting long-term sustainability and how can they be strengthened?
- To what extent community participation activities have contributed to improved reading and increased school enrolment and retention of girls?
- Gathering evaluation documentation from team members;
- Formatting and reviewing reports the team’s evaluations products;
- Present findings to the USAID Mission and relevant stakeholders;
- Other duties as assigned.
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
- This position does not authorize/require the consultant to directly communicate with IBTCI clients.
- This position does not authorize/require the consultant to have decision making authority on final work product.
Preferred Knowledge, Skills and Abilities:
- Experience in Education in crisis and conflict, preferrably in Mali and/or Sub-Saharan Africa;
- Experience with USAID Education projects and assessments;
- Ability to evaluate Education programs through a gender lens and assess gender-related disparities in programming and results.
- Three (3) years of experience managing complex evaluations as team leader, including evaluations of international projects related to education (particularly reading skills);
- Lead a minimum of two evaluations.
- Master’s degree and 12 years of relevant work experience.
- Understanding of USAID evaluation principles, methods (quantitative and qualitative), and tool development;
- Seven (7) years conducting qualitative research in education, particularly related to reading;
- Proven ability in managing evaluation teams and processes; writing evaluation reports; delivering presentations tailored to different stakeholders, and using research findings to evaluate program implementation and operations;
- Strong background and training in mixed methods research;
- Knowledge of USAID’s M&E policies and reporting requirements;
- Fluent oral and written communication skills in English and French;
Education: Master’s degree or higher in education, sociology, international development, information management, monitoring and evaluation, or a related field.
Supervisory Responsibilities: This position has supervisory responsibilities.
Travel: Travel to and around Mali is required and may include travel to fragile or conflict prone zones.
