Job Description

Overview

The Portfolio Senior Financial Specialist for Inclusive Market Systems Division has the responsibility of overseeing financial performance of projects in the division. The position is responsible to: (1) manage multiple cost extension/modification in accordance with best practices to the unique needs of each bid; and (2) monitor financial performance of projects within the portfolio, (3) Actively contributes to the corporate annual budget process. The position reports to the Managing Director of Financial Planning and Analysis (FP&A).

Responsibilities

Portfolio Financial Management (70%)
Develop an in-depth understanding of corporate policies and procedures and donor regulations as they apply to the budget process. Work collaboratively with EVP of assigned project management division to develop and maintain standardized financial reports and analyses for the division project portfolio. Ensure full NICRA recovery for project portfolio. Provide coaching to program staff (both HQ and field based) in all aspects of budgeting, donor regulations, and financial management. Assist projects in development of estimates to complete (ETC). Provide technical support for ETCs. Lead Quarterly/Monthly Financial reports with projects. Review financial accrual reports for the projects prior to their submission to the clients. Review prime and sub budget modifications for accuracy and completeness prior to the submission to clients. Take the lead in developing prime budget modifications if necessary. Assist program staff with annual workplan budget for submission to client, working closely with all project, accounting, and compliance staff.

Cost Proposal (30%)
Develop cost proposals according to the solicitation requirements and take a lead in preparing proposal budgets and other required forms of the cost proposal. Manage deadlines and coordinate proposal budgeting efforts working directly with the proposal team. Manage/support proposal budget negotiations with partner organizations.

Other Financial Management
Actively contribute to the corporate annual budget process. Use Unit4 Business World EPR system and various other applications to assemble and format reports. Participate in and conduct periodic in-house training and workshops related to organizational budgeting practices. Work with Business World Systems Analyst to design reports for improved program financial management. Assist the Sr. Director FP&A in the design of new financial management tools and procedures. Other duties as assigned.

Qualifications

Minimum Qualifications include a Master’s degree preferred in business administration, accounting, finance, or other related field; additional years of experience in lieu of a master’s degree will be considered. Minimum of five years’ experience in budgeting and/or accounting or related field. Knowledge of General Accepted Accounting Principles (GAAP) required. Ability to interpret financial reports and perform financial analyses and perform quick analyses and determine possible solutions required. Fluency in English required. Knowledge of Agresso and SharePoint database preferred. Knowledge of FAR, CAS, and USAID regulations preferred. Experience with multi-media applications, Excel, Word, Power Point and other Microsoft programs. Demonstrated excellence in oral, written, and reading comprehension abilities. Flexible, upbeat attitude. Strong French and/or Spanish language skills are a plus. Must be able to work extended hours during peak periods. Ability to travel internationally 10%-25%.
