Senior Food & Agricultural Development Advisor

Job Description:

ICF is seeking candidates for the role of Senior Counselor for a USAID project that will support agricultural information exchanges, research, and learning. The position will be based in the Washington, D.C. area but may involve occasional travel in the US and overseas. Administrative responsibilities include routine liaising with the client; management of staff; overseeing of project budgets; and overall planning and management of the project. Technical responsibilities include overseeing the development of meetings and conferences; liaising with USAID the agricultural board this project supports; and land grant universities; and overseeing the development of research papers, including providing technical guidance and quality control.

Responsibilities:

  • Providing leadership both for the technical vision of the project, management of staff and interference with the client and a range of stakeholders,
  • Liaise routinely with the client on task order execution, project planning, contract and budgeting issues and other high-level client management issues and serve as primary POC for client, board members and land grant universities.
  • Manage 1 direct report, a coordinator who overseas meeting planning, learning and communications..
  • Represent the project at outside meetings, conferences and other client endorsed events.

Qualifications:

  • The incumbent must have: a) at least a master’s degree (Ph.D. is preferred) in international development, public administration, or a related field in agriculture sciences (physical or social sciences.
  • A minimum of 10 years of relevant experience working with Title XII institutions and facilitating and/or supporting cross-sector and/or collaborative research partnerships.
  • Demonstrated skills and experience in strategic planning and management.
  • An ability to lead multidisciplinary teams to deliver services designed to meet the needs of diverse stakeholders.
  • Excellent communication skills.

  • A proven record of excellent management, leadership, decision-making, and interpersonal skills, including being an articulate speaker and sympathetic listener.
  • Demonstrated ability: to assemble, quickly and effectively, and to manage a highly-skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to design, implement detailed, organized, timely, accurate monitoring and evaluation programs.
  • Demonstrated excellent writing and presentation ability, as well as experience successfully leading an intercultural team in a development context.
  • Excellent analytical skills
  • Fluency in English
