The Global Fund Support Unit (GFSU) was created in 2009 to strengthen CRS’ programming and institutional links with the Global Fund to Fight AIDS, Tuberculosis and Malaria (‘the Global Fund’) and similar health-focused donors in Geneva, such as UNITAID. As a member of the GFSU, the Senior Global Fund Advisor will engage with country programs, regional offices, and headquarters departments to support country teams to develop and implement quality Global Fund grants. The Senior Global Fund Advisor will provide management support, technical assistance, and capacity building to country teams currently implementing Global Fund grants, as well as those pursuing new opportunities with the Global Fund and other strategic health donors. S/he will also lead efforts to strengthen knowledge management and more systematically share learning across CRS’ portfolio of Global Fund grants in Africa and southeast Asia.
A. Management Quality and Compliance:
* Identifies and seeks solutions to grant management and implementation issues;
* Assists in the review of Global Fund agreements, sub-agreements, contracts, and other legal documents, and provides analysis as needed in consultation with CRS’ Office of General Counsel (OGC);
* Keeps current on new and revised Global Fund policies and procedures, and advises on the implications for CRS;
* Supports country programs to comply with Global Fund policies and procedures through training, coaching, and development of appropriate guidance, tools, and templates;
* As needed, serves as liaison between country programs and CRS HQ departments – including Global Finance, OGC, Operational Excellence, and more – to resolve issues and support grant management in the field;
* Reviews programmatic reports prepared by country teams and provides feedback on necessary revisions before final donor submission;
* Assists in the development and review of budgets, performance frameworks, and other grant documents for accuracy, completeness, and compliance with CRS policies and Global Fund requirements;
* Participates in grant negotiations with the Global Fund, ensuring that CRS’ approaches, policies, and structures are adequately explained and taken into account in budgets and project documents;
* Provides direct technical assistance to country programs during the start-up and implementation phases;
B. Programmatic Support:
* Collaborates with technical advisors in CRS HQ departments – including Program Improvement and Quality Assurance (PIQA) – and its Monitoring, Evaluation, Accountability and Learning (MEAL) unit – and Global Knowledge and Information Management (GKIM), to introduce innovations, apply best practices, and continually strengthen the quality of Global Fund programming;
* Coordinates with country teams, regions, and technical advisors to identify programmatic gaps and challenges during grant implementation, and help secure the necessary technical support to address these issues;
* Keeps informed of Global Fund programmatic guidance, tools and strategies, and advises country programs on developments;
* Participates in global conferences and forums as appropriate;
C. Business Development
* Advises country programs and regions on Global Fund processes and procedures for accessing funding;
* Provides assistance to country programs during the development of the country’s Funding Request to the Global Fund;
* Supports the development and review of Expressions of Interests and proposals in response to calls for Global Fund Principal Recipients and Sub Recipients;
* As needed, serves as Proposal Coordinator or Technical Writer for health opportunities;
* Develops capacity statements and marketing documents to promote CRS’ work for the Global Fund;
D. Knowledge Management and Learning (KML):
* Provides strategic leadership for KML, working with GFSU colleagues to identify and implement new approaches to systematically document and share learning across Global Fund grants;
* Coordinates production of periodic newsletters and other internal communications to keep CRS staff informed of Global Fund strategies, policies, and other news;
* Develops and updates content on the GFSU’s internal webpage;
* Maintains up-to-date records of all current and past Global Fund grants, including grant values, annual expenditures, beneficiary numbers, and other key indicators;
* Identifies learning priorities in collaboration with country programs, regions, and technical advisors and contributes to studies, as appropriate;
* In collaboration with GFSU colleagues, assesses agency gaps and needs with regard to the Global Fund, and organizes appropriate trainings, workshops and meetings.

Qualifications and Skills:
* Master’s degree in public health, international development, or related field. A Bachelor’s degree and 2-3 years of additional relevant work experience may be substituted for a Master’s degree.
* Minimum ten years of relevant experience in international health and development, preferably with at least three years based in the field
* Prior experience implementing Global Fund, UNITAID, or other donor-funded programs in malaria, tuberculosis, HIV, and/or health systems strongly preferred
* Strong program management skills and experience, with in-depth knowledge of program design, budgeting, monitoring and evaluation, and reporting
* Strong understanding of the operations of the Global Fund, including policies and procedures, preferred
* Excellent writing and analytical skills, with strong attention to detail
* Excellent interpersonal and communication skills, including in cross-cultural settings
* Demonstrated personal accountability and drive to serve others, with an ability to work independently and in a team environment
* Proficiency in Microsoft Office (Word, PowerPoint, Outlook, Excel) required; familiarity with SalesForce and SharePoint advantageous
* Ability to travel internationally as required (up to 30%)
* Excellent English language oral and written communication skills; and proficiency/ability to conduct business in French required
* Normal conditions for an office environment
* Willingness and ability to travel overseas
Baltimore HQ based preferred. Open to discussing domestic and international telecommuting options.
