Senior Grants Officer (based in Europe)
Human Rights House Foundation (HRHF) seeks an experienced Senior Grants Officer responsible for its overall grants. This is a key position within HRHF’s Administration & Finance team, responsible for the delivery of HRHF’s grants programmes in line with organisational priorities and in compliance with donor requirements. The successful candidate is expected to work remotely, and due to travel and budget constraints, the candidate will be based in and able to work legally in a country in the broader European region.
This Senior Grants Officer ensures that the HRHF grants programmes are run efficiently and effectively by ensuring programmatic and technical processes and procedures are in place and implemented. The Senior Grants Officer works with House Development & Support and the Advocacy & Communications Programmes in the implementation of capacity building activities with HRHF grantees.
Ideal candidates for this position have a background in Human Rights and/or NGO environments with practical experience managing grants and financial management, including EU funds, for an organisation implementing activities internationally. A successful Senior Grants Officer will demonstrate an ability to plan, coordinate, implement and monitor donor grants during its lifecycle, systematise donor reporting and ensure compliance with their requirements implemented with national organisations in multiple countries. Moreover, we are seeking a dynamic, innovative and creating person service-oriented and able to develop capacities of the grantees.
The successful candidate will be culturally sensitive and committed to contributing to our efforts to protect human rights and defenders across Eastern Europe and the Western Balkans.
· Manage HRHF’s overall grants programmes
· Implement, monitor, evaluate and refine all processes, procedures and systems to manage international grants programmes
· Manage and oversee entire lifecycle of grants awarded under HRHF grants programmes; including:
o Design, with input from programme staff, and issue calls for proposals
o Ensure timely and highly quality execution of grant application rounds Manage receipt and review of grant proposals
o Monitor grantee financial reporting simultaneously to ensure compliance with administrative requirements
o Ensure timely follow-up on financial reports and control mechanisms of grantees
· Develop, with input and support from communications team, communication materials to advertise availability of grants to interested civil society organisations and share outcomes of grants
· Manage the process of regular updates to the HRHF website and social media on the grants programmes, in consultation with relevant House and Advocacy staff
· Oversee donor financial reporting related to grants programmes
· Develop reports on trends and themes of grant-making activities, including availability of grants to interested civil society organisations
· Maintain on-going understanding and knowledge of local regulatory and legal environments related to foreign funding for civil society organisations.
· Contribute to the design of organisational administrative and financial capacity assessments
· Contribute to monitoring and evaluation of administrative and financial capacity building
· Contribute to donor reporting on capacity building of Houses and House members
· Manage, in coordination with House Programme, the delivery of capacity building linked to financial management and human resources management.
Qualifications / skills / knowledge
· Minimum of 7 years of experience in managing international grants programmes, preferably in EU Eastern Partnership countries.
· Experience in providing technical support, including capacity building, to civil society organisations in EU Eastern Partnership countries and/or Russia.
· Knowledge of and familiarity with European Union regulations, rules, and policies related to sub-granting
· Deep knowledge and understanding of the financial regulatory environment in low- and middle-income country contexts.
· Demonstrated ability to provide clear and concise written guidance on complex financial issues to grantees

· Demonstrated ability to set and manage processes and procedures
· Ability and willingness to travel occasionally and independently to Eastern Partnership countries and Russia
· Fluency in English and Russian is required
· Fluency in another Eastern Partnership country language is highly desirable

· Advanced degree in relevant field is desirable
