Title: Senior HIV Testing Services (HTS) and Clinical Services Advisor

The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative in 36 countries. In the Bureau for Global Health (GH), the Office of HIV/AIDS (GH/OHA) has primary responsibility for the Agency’s HIV/AIDS program, and provides strategic direction, technical leadership and support to field programs in HIV/AIDS. The Office provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring and evaluating programs. This entails ensuring the technical integrity of Agency and field Mission strategies; providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care and treatment, and monitoring and reporting on the impact of the Agency’s HIV/AIDS program.
The Senior HTS and Clinical Services Advisor (“Senior Advisor”) serves as a technical leader across the clinical cascade, with a focus on HIV Testing Services (HTS). The Senior Advisor provides technical expertise grounded in previous, relevant experience and demonstrated public health understanding, and also provides significant technical assistance across all populations and age ranges (including pediatric, adolescent, and pregnant and breastfeeding women, and adults with HIV/AIDS). The Senior Advisor assists the Bureau, Missions, regional field offices, regional bureaus, cooperative agencies (CAs), private voluntary organizations (PVOs), host-country governments and NGOs in the design, integration and implementation of HIV/AIDS treatment programs. The Senior Advisor participates in the review and evaluation of existing policies on pediatric, adolescent and adult HIV prevention, testing, care and treatment, including related service platforms and associated policies. The Senior Advisor provides technical support toward the design and improvement of programs in line with USAID and PEPFAR strategies and objectives.
The Senior Advisor serves as the subject matter expert within USAID for the HIV clinical continuum, with special focus on community- and facility-based HIV testing services (index and self-testing), linkage, and treatment services. S/he provides programmatic guidance and advice on the implementation of pediatric, adolescent, and adult HTS, treatment, and retention.
Specifically, the Senior Advisor performs the following major duties (reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the position):
- Provides technical assistance to USAID’s GH Bureau and the Office of HIV/AIDS, USAID Missions, and the Office of the Global AIDS Coordinator (S/GAC) on HIV program implementation, with a focus on early HIV case identification (HTS) and prompt linkage to treatment.
- Reviews the technical quality of activities in the field by conducting site visits, meeting with implementing partners and USAID Mission teams, and reviewing work plans as well as program results.
- Searches for and addresses emerging issues in need of USAID support and guidance along the HIV clinical continuum, with a focus on HTS (case identification) and linkage, across populations and age groups.
- Analyzes, synthesizes and interprets program data and promotes data-driven best practices.
- Develops and delivers relevant presentations, reference materials, reports, peer-reviewed literature and other documents.
- Leads inclusively to promote USG interagency collaboration and strengthen coordination with other PEPFAR agencies and multinational partners (e.g., CDC, WHO, UNICEF, Global Fund, etc.).
The selected candidate must have:
- Master’s degree in public health or a related field with a minimum 9 years’ experience collectively in health care and public health programs. At least 3 years’ experience working on health care delivery in an international or resource-challenged setting is highly preferred. A PhD in Public Health or related field, or an RN, MD or DO (or equivalent) degree, with an emphasis on infectious diseases, is highly preferred; a non-clinical doctoral degree will also be considered. Candidates with such degrees and a minimum 4 years of relevant experience will be considered.
- All candidates are expected to have experience in international health care and support delivery.
- Experience in multiple countries in Sub Saharan Africa and/or Asia preferred.
- Experience with infectious diseases and HIV/AIDS preferred, including providing clinical or other related care to HIV-infected patients.
- Experience with USG/PEPFAR preferred.
- Ability to develop and monitor components of HIV/AIDS strategic plans.
- Knowledge of and familiarity with international HIV prevention and treatment initiatives and relevant organizations working to achieve epidemic control.
- Demonstrated ability to interact successfully with senior-level representatives and high-level government officials of international and host-country governmental and nongovernmental agencies, multilateral and bilateral organizations.
- Strong interpersonal skills and the ability to work cross-culturally with diverse teams.
- Excellent analytical written and oral communication skills.
- High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
- Ability to travel to transitioning or developing countries approximately 25 % of the time is required.
- Computer literacy in Word, Excel and PowerPoint.
- Fluency in a relevant foreign language preferred.
- US citizenship and the ability to obtain and maintain a Secret security clearance
