Introduction
The U.S. Agency for International Development (USAID) is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this initiative in 36 countries. In the Bureau for Global Health (GH), the Office of HIV/AIDS (GH/OHA) has primary responsibility for the Agency’s HIV/AIDS program, and provides strategic direction, technical leadership and support to field programs in HIV/AIDS. The Office provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring and evaluating programs. This entails ensuring the technical integrity of Agency and field Mission strategies; providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care and treatment, and monitoring and reporting on the impact of the Agency’s HIV/AIDS program.
The Senior HTS and Clinical Services Advisor (“Senior Advisor”) serves as a technical leader across the clinical cascade, with a focus on HIV Testing Services (HTS). The Senior Advisor provides technical expertise grounded in previous, relevant experience and demonstrated public health understanding, and also provides significant technical assistance across all populations and age ranges (including pediatric, adolescent, and pregnant and breastfeeding women, and adults with HIV/AIDS). The Senior Advisor assists the Bureau, Missions, regional field offices, regional bureaus, cooperative agencies (CAs), private voluntary organizations (PVOs), host-country governments and NGOs in the design, integration and implementation of HIV/AIDS treatment programs. The Senior Advisor participates in the review and evaluation of existing policies on pediatric, adolescent and adult HIV prevention, testing, care and treatment, including related service platforms and associated policies. The Senior Advisor provides technical support toward the design and improvement of programs in line with USAID and PEPFAR strategies and objectives.
ResponsibilitiesThe Senior Advisor serves as the subject matter expert within USAID for the HIV clinical continuum, with special focus on community- and facility-based HIV testing services (index and self-testing), linkage, and treatment services. S/he provides programmatic guidance and advice on the implementation of pediatric, adolescent, and adult HTS, treatment, and retention.
