Palladium is seeking a Senior HMIS Advisor for the upcoming five-year USAID Liberia Health Systems Strengthening (HSS) project to lead and provide comprehensive support to USAID and the Government of Liberia (GOL). The program will strengthen health system performance and strengthen delivery of primary maternal and child health, family planning, and malaria services in public health facilities operating under the Ministry of Health in Liberia. The HMIS Senior Advisor will directly report to senior leadership (e.g. DCOP/COP) for activity implementation and management.

This position will be based in Monrovia and is contingent upon contract award to Palladium Group.

* Provide technical, strategic advice and programmatic direction for the development and implementation of HMIS aspects of the activity
* Strengthen the National Health Information System of Liberia to optimize the production of quality data and information to support decision making in all areas of the health system
* Provide guidance on implementation strategies for improving integration and interoperability across health information systems
* Provide technical assistance to the MOH to develop standards for health information systems, including data sources, data quality, data security, data storage
* Strengthen the use of data visualization tools and methods for health data at various levels of a health system including community, facility, district, regional, and national.
* Work closely with the government at all levels (national, regional, and local) to build local capacity of key government and non-government partners to develop skills in data quality and data-informed decision making
* Represents the project, company, and programs in the HMIS and data quality in Liberia., as well as with others in the professional community
* Conducts all work to accepted standards of research ethics
* Performs other related duties and responsibilities as assigned* A Master’s degree in information science, data science, health informatics, or a related field
* At least 8 years of experience in working with information systems management and design in the health field for USG-funded projects or other internationally funded programs
* At least 5 years of experience at a managerial or advisor level, providing guidance and supervision in implementation of strategies or methods
* Strong knowledge of public health projects and health system in Liberia
* Extensive experience designing and maintaining DHIS 2 or other health information systems
* Demonstrated experience leading integration and/or interoperability initiatives
* Understanding of drivers for data demand and use
* USAID experience preferable
* Strong oral and written communication skills, including evidence of quality report writing and presentations
* Demonstrated skills in capacity building for data quality and data use
* Demonstrated ability to meet deadlines with quality products
* Strong organizational and interpersonal skills
* Must be willing to live and travel within Liberia.
* Fluency in English required
