Position Summary:

ZemiTek is seeking a Senior International Recruiter for recruitment for a wide variety of subject matter areas for proposal, project, and headquarter positions. Perfect for an energetic candidate with passion for, and an understanding of, long-term and short-term staffing needs in the international development field. The Senior International Recruiter will provide advice, counsel, and guidance to hiring managers in developing job descriptions and ensuring decisions regarding hires are made according to proposal or contractual requirements.

Primary Responsibilities:

  • Full-cycle recruiting, including finding/sourcing, evaluating resumes, interviewing candidates, and make staffing recommendations;
  • Ensure a consistent recruiting process including: appropriate interviewing questions and maintenance of recruitment documents;
  • Proactively maintain networks in critical sectors to facilitate effective passive recruitment, including attending relevant industry events ;
  • Use traditional/non-traditional resources to identify and attract top candidates;
  • Develop advertising programs to gain high visibility with potential candidates;
  • Consult with hiring managers on recruitment policies, ensuring compliance with RFP requirements, Client guidelines and ZemiTek processes;
  • Develop and maintain excellent relationships with internal and external clients and / or business partners to ensure achievement of staffing goals;
  • Manage candidate activity in an Applicant Tracking System;
  • Ensure the client’s staffing objectives are met by establishing recruiting requirements;
  • Determine applicant qualifications by interviewing applicants, analyzing responses, verifying references and comparing qualifications to job and contract requirements;
  • Evaluate applicants by discussing job requirements and applicant qualifications with managers;
  • Recruit candidates and advise managers on hiring actions;
  • Build applicant sources by researching and contacting relevant international development forms and networks, recruiters, social media, and internet sites to attract a qualified pool of candidates;
  • Maintain an up-to-date database of qualified candidates who can be quickly be deployed to assignments;
  • Attract applicants by placing job advertisements using newsgroups and job sites;
  • Arrange management interviews by coordinating schedules with candidates and managers;
  • Re-write candidates’ resumes to address qualifications required for roles specified in SOWs; provide other writing inputs, as needed;
  • Coordinate proposal and project recruitment resources, manage recruitment task assignments and quality control; track progress and ensure recruitment quality and compliance.

Required Skills & Qualifications:

  • Bachelor’s Degree in Human Resources, Business, international development or related field;
  • Four (4) years of recruitment expertise in international development;
  • Demonstrated success in creating robust sourcing and recruiting strategies;
  • Successful track record in filling difficult positions with stringent requirements;
  • Demonstrated success with client engagement, networking, relationship building and providing quality service with a great team;
  • Success with Applicant Tracking Systems and other hiring databases;
  • Experience recruiting for USAID highly preferred, both for Washington-based and field-based recruits;
  • Experience applying social media to recruitment processes preferred
  • Ability to work in a fast-paced environment and to meet urgent deadlines;
  • Strong verbal and written communication skills for a collaborative team environment
  • Ability and willingness to meet and exceed goals in all activities; and
  • Fluency in a language such as French or Spanish, preferred.
