Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) and entomological surveillance for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under PMI VectorLink project, the scope of the project has expanded and included two vector control methods: Insecticide-Treated Mosquito Nets (ITNs) and Larval Source Management (LSM) in addition to Indoor Residual Spraying. PMI VL continues to assist PMI in reducing the burden of malaria through the implementation of vector control and capacity building in 22 African countries where malaria is endemic. Abt will also continue to support PMI in vector control monitoring and evaluation, as well as environmental compliance.
Abt Associates seeks a Senior Larval Source Management Coordinator/Operation Manager to lead implementation and evaluation of PMI-funded LSM activities in eight towns in Ethiopia. Under the supervision of the Country Technical Director/ Technical Specialist Lead Entomologist she/he will be responsible for Larval Source Management and entomological surveillance activities detailed below.
Key Roles and Responsibilities
- Coordinates all activities pertinent to larvicide evaluation and larval source management
- Ensures the objectives of the project are achieved by working closely with regional, zonal, district and town/city administrations and malaria focal persons
- Responsible for developing operational plans and activity timelines to ensure that project activities are implemented in a timely manner.
- Ensures that project activities are implemented in a cost-effective and efficient manner.
- Coordinates recruitment of seasonal community vector control technicians and community mosquito collectors
- Coordinates and leads [CF1] [DD2] training of supervisors, community vector control technicians and community mosquito collectors
- Manages and supervises project implementation staff including regional coordinators
- Supervises larval source management, larvicides evaluation and entomological monitoring activities
- Ensures accurate, high-quality data is collected on time in collaboration with M&E Manager and Assistants
- Ensures operations related Monitoring & Evaluation and Quality Control indicators are identified and achieved
- Ensures safety and security training is provided for all staff
- Ensures that appropriate equipment, larvicides and PPE are provided to seasonal personnel
- Supports the Technical Director in data management, analysis, and preparation of reports
- Responsible for the preparation of LSM bimonthly progress reports, final report and drafting of best practice manual and manuscript of the larval evaluation.
- Ensure the transfer of technical skills to local institutions
- Performs additional tasks as deemed necessary
Preferred Qualifications
- Master’s degree (minimum), Doctorate degree (desirable), in public health, Environmental Health, Medical Entomology, and any other relevant field.
- 7 to 10 years of relevant professional work experience with a Master’s Degree, or 4 to 6 years with a Doctorate, including at least 4 years of experience directly related to integrated vector control management.
- Expecrience in organzing and leading trainings, and dveploing communty level public health work force.
- Experience in regulatory and operational aspects of vector control methods and management
- Demonstrated ability to work with minimal direction and supervision
- Demonstrated ability to work as a member of a team with the ability to accept the inputs of other team members
- Good management and planning skills of project tasks
- Produces high quality work in a timely, cost effective manner, and has excellent writing skills
- Excellent organizational, interpersonal communication and computer skills
- Experience with USAID and donor projects is highly desirable
- Excellent report data analysis, report preparation, computer and organizational skills
- English language fluency
- Willing to travel up to 60% of the time to Somali, Afar and Oromia regions
Minimum Qualifications
Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
