Job Description

The Senior Learning Advisor is responsible for overall management and profit/loss (P&L) for his or her designated technical area and portfolio, achieving business development targets (new wins), and for achieving business-level Key Performance Indicators (KPIs) for QED. The Advisor’s responsibilities include providing senior level technical assistance, providing thought leadership, indirectly guiding a team of technical specialists, and identifying and leading proposals and business development efforts.

They will apply Collaborating, Learning and Adapting (CLA) concepts strategically to support our existing work and new markets, develop our intellectual capital and learning products, and will be able to write and communicate QED’s value proposition in proposals to current/potential clients including United States Agency for International Development (USAID), Department of State (DOS), and the Department of Defense (DOD). The Senior Learning Advisor will identify opportunities to enhance or add this technical area to other current and new projects and finding ways in which QED can differentiate in the market, identify new talent/staff, and grow the portfolio. By providing thought leadership in this technical area, the Advisor will develop new tools, determine how to include current tools on the current and future portfolios, and present at conferences and other venues. They will work collaboratively with other directors and practice leads to realize synergies and provide leadership to the organization to ensure that key concepts in Learning, Knowledge Management (KM), and Organizational Development are understood throughout the Company. The Advisor also plays a corporate role in overseeing Learning, Knowledge Management, and Organizational Development systems and applying best practices across the Company.


  • Leads the design and development of methods and tools for learning, knowledge management, and organizational development activities and approaches
  • Supports new business development for related technical areas and captures, leads, and otherwise develops technical components of proposals
  • Provides technical assistance and training remotely and in-country with innovative approaches to field and core activity design and implementation (including development of training needs assessments and curriculum development)
  • Authors various pieces and represents QED in technical practice area thought leadership
  • Develops frameworks, methodologies, and tools for learning, knowledge management, and organizational development
  • Participates in strategic planning at corporate, project, and client levels
  • Works closely with Senior Leadership and Business Development teams to identify new growth opportunities in respective area
  • Guides program staff to collaborate, learn, adapt and implement effective, innovative capacity strengthening approaches, tools, and methodologies
  • Responds to ad-hoc requests for technical input on other QED projects, and other activities and tasks as needed
  • Leads development of CLA, KM, and MEL plans as needed and oversee development of the communications strategy, ensuring project communications are designed to engage stakeholders and support ongoing learning and behavior change efforts
  • Works with content experts to develop high-quality training curricula and tools for other individual and institutional capacity strengthening approaches, to include coaching, facilitating skills; blended, distance, and web-based learning platforms; process co-creation, seconding, twinning; collaboration, learning, and adaptation (CLA) best practices; network analysis and strengthening
  • Ensure capacity development approaches lead to performance change; troubleshoot and advise or guide, when necessary on adaptations to ensure project delivery goals are met with high-quality and in a timely manner
  • Maintains billability level as directed


  • Advanced degree (MA, MS, MBA, etc.) in international relations, development and/or relevant sectors
  • At least 10 years’ progressive experience in learning, knowledge management, monitoring and evaluation, and/or organizational development activities overall
  • Expertise in applying learning concepts for a variety of actors strategically
  • Experience designing and managing innovative learning and knowledge management or Monitoring, Evaluation, and Learning (MEL) systems; additional experience in the following thematic areas also strongly preferred: democracy and governance, health, gender/women’s economic empowerment, economic development, agriculture, education, workforce development, youth, or energy
  • Proposal development (capture, writing, lead) experience for USAID and other U.S. Government agencies
  • Experience conducting knowledge assessments and developing and implementing strategic plans
  • Outstanding written, oral communications and facilitation skills
  • Overall understanding of foreign assistance as conducted by the U.S. Government widely
  • Well-organized, attentive to detail, and able to seamlessly handle multiple tasks simultaneously
  • Experience building capacity of host-country counterparts
  • Works well independently and in teams
  • Proactive in anticipating work requirements and completing tasks in a fast-paced environment
  • Demonstrated ability to be an adaptive learner and problem-solver, using an iterative approach to refining project design and implementation
  • Demonstrated ability to think strategically, creatively, and to find innovative ways to respond to emerging needs


  • Prior experience in USAID or other USG field operations and management outside the U.S.
  • Strong analytical skills and knowledge of modern research and analysis methodologies
  • English fluency required; competency in other languages (French, Spanish, Arabic) preferred
