Job Description

In Albania, insufficient government transparency and high levels of corruption are undermining its democratic and European Union (EU) membership aspirations. To assist the continued effort of the government of Albania to counteract official corruption and implement reforms to strengthen transparency and rule-of-law and rebuild Albanian citizens’ confidence in their democracy, USAID plans to establish the Transparency Academy, viable, independent body. The Transparency Academy will serve as a convening place for the public and private sectors and civil society to exchange information and ideas on how to build governmental accountability, transparency, and responsiveness to citizens.

The Academy will serve as a facilitator of improved transparency and accountability by public institutions to all citizens, bringing the private sector and government institutions together to meaningfully engage with citizens and citizen groups.

IFES is looking for a local anti-corruption expert to provide research and analysis on the current status of Albania’s anti-corruption framework and to serve as a member of an in-country team to conduct a comprehensive anti-corruption assessment led by IFES and its partners.

The consultant will contribute to the assessment of corrupt practices based on a newly developed methodology specifically designed for this project. The assessment will have two complementary goals: 1) identify public and private sector processes vulnerable to corruption and the incentives underpinning these vulnerabilities to determine entry points for the Academy; and 2) understand the legal, regulatory, and institutional framework for establishing, developing, operating, and ensuring the sustainability of the Academy as an independent legal entity.

The assessment should allow for consideration of historical and institutional challenges entrenched in Albania, as well as how engagement of different civil society groups can contribute to shifting norms around corruption and change. Existing reports and various documents generated by other organizations will serve as a foundation for the assessment.

Job Responsibilities:

Tasks and Responsibilities

Under the supervision of the IFES HQ staff and in close coordination with other members of the assessment team, the consultant/s will be responsible to:

  • Develop an anti-corruption assessment report, including integrated summary of findings and recommendations, with guidance from and in close coordination with other team members and IFES HQ;
  • Conduct topical research and analysis on the status of anti-corruption, to inform the assessment report, in the following areas: judiciary, application of online platforms, state audit institution, state agencies in charge of fighting corruption, main stakeholders in this field including other donors;
  • Serve as a member of the anti-corruption assessment team with assigned roles and responsibilities designated by the team lead;
  • Coordinate identification and outreach to stakeholders and interlocutors to provide applicable information for the assessment, including arranging and facilitating online or in-person interviews;
  • Provide assistance in drafting and finalizing meeting reports;
  • Develop of recommendations on improving the anti-corruption apparatus in Albania, taking into account the questions posed above;
  • Assist in finalizing the methodology for the anti-corruption assessment based on information provided by IFES and in areas mentioned above;
  • Develop and deliver presentations for the donor and government stakeholders on as needed basis on results of the assessment;
  • Provide advice on the design of program activities appropriate for the Academy to implement, based on assessment findings and knowledge of the local context;
  • Provide analysis of civil society actors and the role they play in fighting corruption.

    The Consultant will provide the following deliverables:

  • Meeting notes and reports/briefs from conducted interviews and consultations;
  • Reports on the assessment of anti-corruption status of the country;
  • Recommendations document on future strategies, plans and procedures for oversight of implementation of anti-corruption commitments of the government of Albania;
  • Guidelines and public outreach materials for relevant stakeholders;
  • Research, assessment, evaluation and analysis on political finance issues; and
  • Recommendations on program design and development.

Qualifications:

  • Advanced university degree in a related field;
  • At least eight years of experience in anti-corruption and oversight body activities desirable, with knowledge of anti-corruption legislation and oversight;
  • Knowledge of and background in understanding of international standards for preventing corruption;
  • Strong background in working with state agencies and civil society, preferably in Albania;
  • Experience in developing and drafting anti-corruption reports;
  • Established relationship with main anti-corruption actors in Albania desired;
  • Excellent English-language written and oral communication skills; and
  • Previous work experience and good understanding of anti-corruption problems in Albania.
