Senior M&E Specialist, USAID/RDMA Disability Sector Support Activity (Okard), Lao People’s Democratic Republic

Proposal Objective:

The overall purpose of the USAID Okard baseline evaluation is to test the logic/assumption of selected components of the Theory of Change. USAID anticipates a before-after type of performance evaluation to fill the knowledge gaps on validity of the assumptions that Activity’s efforts on health, economic empowerment, and stakeholder engagement, as well as the top-down and bottom-up approaches are equally important to drive the goal to improve and sustain the independent living, functional ability and economic self-sufficiency among Persons with Disabilities and their households.

Position Description:

SI is seeking a Senior M&E Specialist to support the USAID/RDMA Okard baseline evaluation. Work is expected to take place remotely, and with field work in Lao PDR. The estimated period of performance is from September 2018 – April 2019.

Responsibilities:

  • Support the team in leader in the design and conduct the baseline evaluation.
  • Direct the evaluation design and work plan development and oversee the data collection and data synthesis efforts.
  • Support in drafting, finalizing and presenting the interim/final performance evaluation report to USAID/RDMA.

Qualifications:

  • Advanced degree in a relevant field.
  • Strong organizational skills, and significant professional experience in implementing complex participatory evaluations involving multiple stakeholders and sectors.
  • Possess up-to-date knowledge, advanced skills and extensive track records to design evaluations using mixed methods, and conduct formative studies, process tracing and gender analysis.
  • Strong writing skills, and qualitative and quantitative data analysis skills using advanced software.
  • Demonstrated expertise in disability sector evaluation.
  • Subject matter expertise in economic empowerment, e.g., income generating activities and vocational education is required.
  • Experience working in South East Asia or in similar regions highly preferred.
  • Knowledge and/or experience working with USAID’s, the U.S. Government’s or other development agencies’ rules, regulations, and procedures are highly desirable.
