Our portfolio of governance programmes covers a range of geographies and thematic areas – public sector reform in the Occupied Palestinian Territories (OPTs), reducing Gender-Based Violence in Malawi, local government development in Kenya and niche governance reforms in Morocco and Egypt through the FCO funded Technical Assistance Facility, which Coffey manages.

About the role As part of our Governance, Security and Justice Practice, this role will focus primarily on the ‘Governance’ component of the practice – particularly in the areas of public sector reform, public financial management, anti-corruption, sub-national governance and transparency and accountability.

It will see you lead bids and programme delivery, as well as taking on line management responsibilities and contributing to the financial and organisational objectives of the practice, including those relating to company policies, systems and procedures.

You will also be expected to expand and develop your professional networks, provide thought leadership on core governance themes, effectively engage senior government officials in countries where you are delivering programmes and develop productive relationships with clients. Whilst you will primarily work on business development initiatives and the management of development projects, you will also invoice the provision of direct consultancy inputs to projects when opportunities arise in your area of specialisation. The Governance, Security and Justice team is based in London, but you will be expected to allocate at least 40% of your time to travel overseas, often at short-notice and sometimes to conflict affected countries.

The main responsibilities of this role include:

  • Providing strategic direction on programme design and programme delivery
  • Managing projects in a timely fashion through structured work plans ensuring that teams operate effectively, assignments are implemented efficiently, and deliverables meet clients’ expectations.
  • Leading on new business development opportunities, including development of pursuits and written bid submissions
  • Developing and maintaining strong relationships with internal and external stakeholders, in particular HMG departments, suppliers and vendors to enhance engagement and service levels and support market development and knowledge sharing.
  • Line management and the coaching of team members in core governance technical areas.
  • Thought leadership on governance themes – this will include hosting seminars, publishing blog posts and being active in social media threads covering trending topics within the governance sphere.
  • Being up to speed with emerging academic and policy developments in the sphere of governance through regularly reading pertinent articles and published research.

About you To be successful in this role, you will have a high level of technical knowledge in at least three of the five technical areas of governance highlighted above – public sector reform, public financial management, anti-corruption, sub-national governance and transparency and accountability.


  • At least 7 years’ experience of leading the design and implementation of complex governance programmes for either a donor or a supplier;
  • Previous experience of working and living in developing countries.
  • Expertise in the design and application of ‘Thinking and Working Politically’ approaches to programme management and delivery.
  • Experience of conducting Political Economy Analysis to inform programme strategy and interventions.
  • Proven management experience of multi-disciplinary teams
  • Excellent written and communications skills.
  • An ability to build networks and influence policy reform in programming contexts.
  • Strong client relationship and management skills.
